Sr. Project Engineer

1. DESCRIPTION OF FUNCTION

  The Senior Project Engineer (SPE) is responsible for producing detailed engineering in support of projects and for supervision of engineers within the project group ensuring that the work is completed in a cost effective, timely, and safe manner.2. KEY RESPONSIBILITIES

The following categories of work will form the main part of the Senior Project Engineer’s (SPE) duties:

 

A. The SPE is fully responsible for the engineering of solutions for the various tasks and problems encountered throughout the course of the project.  The SPE will be expected to develop ideas from the concept stage through design and drawing to fabrication and eventual delivery to the worksite.  This process involves being totally familiar with the design, drafting, sub-contracting and procurement procedures of the Company.  Continual discussion with the Project Manager will be required but the mechanics of producing the end result will be performed by the SPE utilising the various Departments and resources within the Company.

 

B.  The SPE will be responsible for production of the design calculations.  On a larger project this function may be delegated to a Project Engineer or Specialist Engineer.  However, the SPE will ensure that the design is correct and suitable from a practical offshore point of view.  If necessary, this may require the involvement of offshore personnel and the SPE should not hesitate to request the Project Manager bring Offshore Managers or Supervisors into the office at the design stage in order to minimise costly mistakes.

 

The SPE is responsible for collating all calculations produced on the project and ensuring that all Inter-Discipline checks are carried out.  If the resources of a particular project are not sufficient then the calculations should be passed to the Engineering Manager for allocation of a checking engineer.

 

It is important that the SPE maintains good communication with the Engineering Department as well as the Project Manager in order that:

 

· Previous designs, for similar applications (if any), can be identified and to prevent re-design.

 

· Any new or novel designs used on a particular project can be fed back into the system.

 

C. The SPE is responsible for effective and timely production of engineering construction drawings.  A list of required drawings (and sketches) should be prepared as early as possible in the project and given to the Chief Draughtsman.  The list should include an estimate of the “required by” date.

 

D. The Senior Project Engineer will be involved in preparing packages of work for fabrication and service subcontractors.

 

Definition of the workscope, deadlines and the contract form will be subject to discussion and approval by the Project Supply Chain Manager.  Assessment of tenders should be carried out such that a summary and recommendation can be given to the Project Supply Chain Manager.  From the time of subcontract award the SPE should ensure adequate supervision of the fabrication (or preparation of equipment for mobilisation in the case of a service contract).  The resources of the Company should be utilised where necessary for engineering support and Quality Control inspections.

 

A project diary should be maintained by the SPE and any verbal agreements made should always be confirmed in writing by the Project Supply Chain Manager. 

 

E.  Prior to mobilisation for an offshore project the SPE is responsible for the preparation of all procedures required for performing the work. The SPE with the Project Manager’s approval should ensure that the proposed Offshore Manager has been involved in the development of the procedures and that Customer approval (where appropriate) has been obtained.

 

F.  Equipment lists in the work procedures will assist the SPE in preparing a mobilisation list for the project specific equipment.  It is important that adequate allowance is made for spares.  The SPE is responsible to ensure the Supply Chain Manager and Logistics Coordinator are aware of the delivery location and schedule requirements to satisfy the mobilisation plan.

 

G. During offshore operations the SPE is responsible for the work being carried out in accordance with the Customer’s specifications and in a cost-effective manner.  The Offshore Manager is the Acergy contractual representative onboard and therefore the SPE should provide a technical support role to the Offshore Manager.

 

It is important that the SPE recognises the contractual implications of changes to the work method and schedule.  The SPE should be aware of the contract between Acergy and the Customer – an unpriced copy should be available on the ship.

 

Where modifications to the approved procedures are required, or appropriate, these should be discussed with the Offshore Manager and the Customers Representative.  The procedure for ‘Management of Change’ should be followed.

 

The SPE is responsible for ensuring that the work procedures are presented in a discrete package (i.e. Task Plans) containing all relevant information concerning the work to be carried out.  The level of detail in the Task Plans will be sufficient to enable the Shift Supervisor to organise all required equipment for the forthcoming work.  It will be necessary to discuss with the Offshore Manager the content of the Task Plans in order that the most efficient techniques are adopted for any task and the Offshore Manager (or his Deputy) approves the method.

 

The SPE should have details of all project-related equipment, permanent and temporary, including all rigging certificates available offshore.

 

The SPE’s logbook is an important document that should ideally be hard backed A4 size.  Any and every detail regarding the engineering of the offshore work should be recorded.  It should remain onboard the vessel when the engineer changes out in order to provide a hand-over.  The SPE onboard at the completion of the work should ensure that the SPE logbook is hand carried back to the office for use in preparing the as-built documents.

 

Engineers should recognise the importance of maintaining good records of the work both on and offshore.  In many cases the SPE will be called upon to give the Project Manager information which may be used in claim situations.  In any negotiations records of events are vital.

 

Upon completion of the work offshore the SPE should report back to the Project Manager and Engineering Department on the general progress of the work, identifying any areas where improvements could be made.  The efficiency and effectiveness of any fabricated installation aids, specialist equipment etc should be assessed with regard to their suitability for future projects.

 

H. Senior Project Engineers will be required occasionally to work on projects within the Engineering Department other than construction related work.  This may involve studies, development work, production of design guidelines or standard procedures for use within the Company.

 

I. The Senior Project Engineer will be required occasionally to provide technical support to the Commercial Department for the purpose of bid preparation or business plan development.

 

J. The Senior Project Engineer will be required to provide technical direction and advice to Project Engineers and Junior Project Engineers.

 

K.  Compliance with company HSEQ Policy.  (It should be noted that each person has a responsibility for the quality and safety aspects of the work that they undertake.)

 

L.  The SPE will provide all technical and engineering input for the Risk and Opportunities Assessment for the project and will ensure that any recommendations are taken into account in developing the work procedures.

 

M.  Establish and maintain a positive and proactive working environment that encourages team working, a spirit of openness, honesty and integrity thereby attracting, retaining and motivating a skilled workforce.

 

N. Develop an organisation where people have clearly understood roles and responsibilities and performance objectives.  Ensure that performance is monitored regularly, feedback given and training and development of people occurs.

 

O. Operate within Acergy’s Management System, policies and strategy.
