Current Job Opportunity Summary:
In upstate New York and NYC, CSG is responsible for the implementation of the Home Performance Programs for the New York State Energy Research and Development Authority (NYSERDA). These programs consist of the New York Energy Star Homes (NYESH) Program, Home Performance with Energy Star (HPwES), and the Low Income Quality Assurance Program. These programs provide technical support, training, incentives and quality assurance to homebuilders, re-modelers, insulation and heating contractors, and to home energy raters (the Program Partners) to promote the energy efficiency of one- to four-family homes in New York State.
The Manager of Technical Operations is responsible for establishing and maintaining the technical standards for HPwES, NYESH and other programs. This position is tasked with implementation of Technical Assistance (TA), Review and evaluation of Quality Assurance (QA) information, and Quality Control (QC) field processes and procedures, supervision of the technical field staff, identifying needs for staff training on technical standards and building science techniques, and for coordinating technical aspects of market transformation efforts with other Program partners.
§ Develop and implement Technical Assistance (TA), Quality Assurance (QA), and Quality Control (QC) field processes and procedures
§ Manage activities and review performance of technical field staff in regard to QA Processes, Field Inspection Procedures, QC Processes, and Technical Assistance
§ Manage the CSG relationship with the QA provider, field personnel responsible for QC, and develop and maintain QA, QC, Field Inspection, and related administrative procedures
§ Development of technical assistance services to support BPI certification for contractors and raters
§ Provide direction to TA, QC, and related support staff, establishing goals and objectives, making work assignments, and assessing progress toward goals
§ Stay current on BPI, RES/Net, ASHRAE, construction codes and other industry technical standards
§ Apply QA inspection and other data to establish new and improved QA/QC/TA and administrative processes and procedures
§ Recommend changes to Program policies, procedures and technical standards in response to new building science techniques, revised codes and technical standards, emerging industry practices, and new technologies
§ Deliver special client programs for corrective actions or those considered to be of special importance to the Program, large contractors, builders facing special technical challenges, or filling critical market gaps
§ Provide technical assistance to field resources and administrative staff as needed
§ Report technical activities for compilation into monthly Program reports to client
§ Work with IS personnel to develop and maintain computer applications for capturing QA inspection results, contractor scoring, and QC follow-up, issue resolution, and technical assistance activities
§ Manage inquiries, collect documentation, and maintain other records required to respond to customer inquiries, participate in contractor disciplinary proceedings, and address Program technical issues
§ Assume key contact relationship with the client and contractors of special interest to the Program because of their size, geographic location or technical potential
§ Development of CSG company-wide Quality Assurance and Quality Control systems
Qualifications:
The Manager of Technical Operations should have:
§ Three to five years experience managing technical field personnel engaged in applied building science, energy efficient construction, or related activities.
§ Three to five years experience establishing, maintaining, and implementing technical standards and QA/QC processes and procedures.
§ Expertise in energy efficient residential construction and building science, and extensive experience in home contracting and building practices.
§ Excellent people skills as well as writing and reporting skills.
§ Computer proficiency. (Experience with Windows based computers is critical, as is familiarity with database operations and data entry).
§ Excellent communication skills (verbal and written)
§ Ability to work well independently and in a team setting.

Director of Operations, NY Residential Programs
Salary Range (based on experience):
$85,000 - $95,000 annually
