Procurement Specialist

Portico Realty Services is a subsidiary of Qivliq, LLC.
PRIMARY FUNCTION
Orders supplies, equipment and services for Portico Realty Services, a subsidiary of Qivliq. Carries out broad purchasing assignments. May assist in the final purchasing of equipment (negotiating price, soliciting competitive bids) and defining the purchase specifications. Operates under minimal supervision. Typically requires six years of non-technical purchasing experience. Requires decision making, negotiation skills and use of judgment when processing orders, interfacing with suppliers, etc.
ESSENTIAL DUTIES & RESPONSIBILITIES
Prepare purchase orders and send copies to suppliers and to departments originating requests.
Commit purchase order funding in the accounting system.
Respond to customer and supplier inquiries about order status, changes, or cancellations.
Perform buying duties when necessary.
Contact suppliers in order to schedule or expedite deliveries and to resolve shortages, missed or late deliveries, and other problems.
Review requisition orders in order to verify accuracy, terminology, and specifications.
Prepare, maintain, and review purchasing files, reports and price lists.
Compare prices, specifications, and delivery dates in order to determine the best bid among potential suppliers.
Track the status of requisitions, contracts, orders and vendor payments.
Will be expected to control costs and identify potential cost overruns as part of buying and tracking duties.
Verify orders have been filled correctly and that goods meet specifications.
Compare suppliers' bills with bids and purchase orders in order to verify accuracy.
Calculate costs of orders, account code, and forward invoices to appropriate Account managers for approval.
Account code and reconcile credit card and fuel card accounts.
Submit approved bills to Accounting for payment.
Locate suppliers, using sources such as catalogs and the internet, and interview them to gather information about products to be ordered.
Maintain knowledge of all organizational and governmental rules affecting purchases, and provide information about these rules to organization staff members and to vendors.
Monitor contractor performance, recommending contract modifications when necessary.
Prepare invitation-of-bid forms, and mail forms to supplier firms or distribute forms for public posting.
Assist Business Manager with the preparation, submission, and tracking of customer billing requests and project set-up requests.
Other duties as assigned by Business Manager.
SPECIALIZED KNOWLEDGE AND SKILLS:
High school diploma or equivalent; several years of college in business or liberal arts desirable. Typically requires three years of non-technical purchasing experience. Excellent knowledge of purchasing policies and procedures. Able to control costs, and analyze cost effectiveness of services and supplies. Prior experience with Cost Point and/or construction environment desirable. Exercises good judgment and ingenuity. Excellent planning, time management and organizational skills with strong attention to detail.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
General office environment. No special physical demands required.
