Required Qualifications:
Knowledge of:
Voice and data networking; Nortel PBX and adjunct systems such as voice mail, contact center systems and SMDR billing systems; Telecommunications vendors; relevant laws/guidelines/PUC and FCC regulations; standard office equipment.


Skill in:
Working as a team member on most tasks of jobs; effectively directing the work of others and motivating output; establishing rapport with a variety of clients.


Ability to:
Understand written job instructions, policy and procedure manuals; use measuring devices; read and interpret technical manuals; interpret and apply complex legal and technical documents; prepare reports, letters, and proposals regarding department workload; perform intermediate math; negotiate and solve problems.


Experience and Education:
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge, skills, and abilities.


Preferred Qualifications:
Knowledge of IP telephony solutions such as Cisco Call Manager or Nortel CS1000.
At least 5 years experience in telecommunications, preferably in higher education.
Telecommunication standards such as ANSI and BICSI.

Job Description:
Texas State University seeks a professional to assist in the oversight and management of the daily operations, staff and functions of the Texas State Network Operations Department to help the university community achieve its goals. The Assistant Director reports to the Director of Network Operations.


Duties:
*Assist in managing day to day operation of unit.
*Ensure proper operation of PBX and adjunct devices.
*Process, update, run traffic reports for SMDR based billing system.
*Assist in analyzing, assigning and prioritizing all work order requests for campus.
*Liaison between Network Operations and campus Facilities department for review of IT infrastructure in major campus building projects.
*Assist Director in evaluations, hiring process, schedules, and training of staff.
*Develop procedures and delegate jobs to appropriate individuals.
*Ensure all campus 911 data is accurate.
*Accurately report on unit work.
*Assist in installation, configuration, upgrade and maintenance of telecommunications applications software and computer hardware.
*Ensure proper patch levels, firewalls are applied to telecommunications systems.
*Evaluate and recommend new technology.
*Liaison between Texas State and telecommunications systems maintenance provider.
*Conduct walkthroughs with contractors.
*Participate in the design, implementation, testing and execution of back-up and recovery procedures.
*Respond to customer questions and concerns.
*Develop and enhance unit policies and procedures.
*Perform other duties as assigned.
