Reporting to the Assistant Director of Payroll Services, this position is responsible for payroll processing for 3,000 employees; including faculty staff, and students; submitting wire transfers for various benefit plans; and designing payroll related reports. Payrolls are processed semi-monthly and monthly.
Essential Job Responsibilities:
• Assist the Assistant Director in interpreting university bargaining contracts and federal and state laws regarding payroll issues.
• Effectively meet payroll deadlines and reporting requirements; implement and monitor practices and procedures to comply with internal control procedures.
• Initiate, create and run all pay cycles for semi-monthly and monthly payroll using SCT HR Banner system.
• Supervise the student payroll coordinator in the processing of the semi-monthly student payroll.
• Assist Assistant Director with tests to the system.
• Work with programmer on necessary modifications and maintenance to computer systems supporting payroll information; coordinate payroll functions with the Human Resources and Budget Offices; update system tables.
• Run a variety of reports and queries.
• Receive, verify, process and key into payroll system garnishment orders from various federal, state and local agencies.
• Prepare special adjustment and termination checks as requested.
• Handle all earnings and tax inquiries from Internal Revenue Service, Franchise Tax Board, Social Security Administration, Employment Development Department and the Family Support Bureaus.
• Process and monitor tax treaties for international faculty and students.
• Review monthly retirement contribution reports to TIAA-CREF; make appropriate updates by uploading the information to TIAA-CREF for reporting purposes and remit payment on a monthly basis.
• Review contributions to other benefit plans (Flexible Spending Accounts, Supplemental Retirement Accounts and Long-Term Care) and upload information to appropriate carrier. Research and resolve discrepancies.
• Create and submit Direct Deposit and Positive Pay files to Bank of America for semi-monthly, monthly and adjustment payrolls via Internet.
• Maintain and update pay processing schedule.
• Serve as resource to individuals and departments; assist with identification and resolution of payroll problems.
• May serve as a liaison with auditors, outside agencies and organizations to make deposits, withdraw annuities and clarify tax regulations.
• Collaborate with Assistant Director and staff in Human Resources on projects including implementation of new benefits, benefit design and system upgrades.
• Develop new systems to streamline payroll processes.
• Develop procedures and mechanisms for exceptions to standard policies and procedures.
• Conduct training seminars to assist and advise University personnel in the proper preparation of forms.
• Performs other duties assigned.
Requirements:
BA degree, 4 years of commercial recommended payroll experience preferred including knowledge of tax filings, tax treaties, and applicable federal and state laws. Knowledge of Excel and Word. Experience with SCT HRS Banner Payroll system. Certified Payroll Professional desirable. Ability to exercise discretion and maintain confidentiality. Strong listening and interpersonal skills. Ability to plan, implement and assess stand alone projects. Ability to work with minimum supervision. Effective oral and written communication skills. Excellent organizational skills and the ability to prioritize.
