We invite you to join the more than 41,000 professional employees who are dedicated to making a difference in the lives of children.Job Summary: This position will be responsible for the design, development and supervision of the billing, collection, contact administration and authorizations for Child Care Subsidy (CCA) programs. In conjunction with senior Operations and Subsidy management it is also expected to take a leadership role in development of the CCA policies and procedures by providing advice and guidance as a subject matter expert. These policies are to be carried out under only general guidance using broad authority and judgment in a manner that ensures an effective and efficient department that currently is comprised of more than 20 people. In a collaborative environment with the senior management of various business units having diverse needs this position oversees the design and development of policies and procedures for their various Accounts Receivable (AR) functions. It directly supervises an accountant who is responsible for the execution the billing, collection and other administrative functions in compliance with those policies and procedures. This director is responsible for ensuring “best practices” are implemented and maintained in the centralized AR function for the entire company. Job Responsibilities: Essential Functions: Provide direction to Supervisors in all aspects personnel management and training. Demonstrate significant business skills emphasizing the nature of contracts and their potential financial impacts and risk. Oversee the collection and payment posting of child care subsidy payments received at the Corporate Office. Monitor for escalate accounts receivable aging issues for CCA revenue administered at the Corporate Office. Respond to government agencies’ inquiries and audits. Design, develop and implement policies, procedures, systems and reports for the areas managed. Propose and manage the annual budget for the CCA A/R group. Serve as the primary knowledge source for trends and responses including the identification of training needs. Organize complex activities and workgroups with diverse duties. Monitor and continuously improve the customer service level of the team. Conduct periodic reviews to ensure billings and payments are processed timely and accurately giving attention to opportunities to improve their efficiency and effectiveness. Assist with all phases of change management and communication across internal and external groups of various disciplines. Coordinate and manage relationships with other departments as well as the center and subsidy field management. Identify and mitigate the business risks in the area for which direction is provided. Serve as the primary liaison with corporate accounting and IT for CCA matters. Work collaboratively with staff members, agency representatives and centers maintaining a customer service focus. Demonstrate professional and effective written and verbal communication skills. Demonstrate effective organizational skills. Work within the framework of corporate policies and CCA agency procedures. Work well independently as demonstrated by resourcefulness and problem solving skills. Demonstrate knowledge of training techniques and presentation skills. Supply executive management with accurate reporting that supports business objectives. Other related duties and assignedAdaptability Requirements:This position requires a high degree adaptability. The incumbent will be faced with a variety of challenging and unique issues on a day to day basis. They will be expected to respond to these with an appropriate level of professionalism and collaboration. Work Conditions:Work is primarily performed in an office environment. Some travel (local and non-local) may be required for duties outside the office. Experience and Education: A Bachelor’s degree in business, or the equivalent, with a significant concentration in accounting or finance is required. An MBA, accounting experience, professional certification or highly congruent financial experience is highly desirable. Relevant experience of approximately 10 years is required, preferable with some years managing front line supervisors. Significant formal training or experience in contract administration, preferable governmental, is highly desired. Strong Excel and sophisticated IT systems experience is preferred.Knowledge, Skills and Abilities: Excellent verbal and written communication skills required. Strong PC skills/knowledge covering general office software, including MS Office (Word, Excel, PowerPoint, ect.) and email required Knowledge of general ledger accounting and experience managing and monitoring accounts receivable preferred. Recognition and mitigation of risk utilizing creative and varied approaches. Exceptional organization skills required. Ability to manage multiple projects required. Ability to meet deadlines in a timely manner by prioritizing work in multi-task environment.
