Director (State Licensing) Managerial

 

Support EDMC schools in their state licensing regulatory processes; provide information on applicable statutes and regulations to schools and EDMC staff; help ensure that schools are in compliance with applicable statutes and regulations; and serve as an advisor to EDMC on applicable regulatory, practice, and policy issues.  Provide managerial oversight and perform regulatory assignments for one of the geographical divisions of institutions located in the United States.

 

KEY JOB ELEMENTS

1. Represent the department in a professional manner.  Act in accordance with the departmental guidelines established by the Department Head. 

2. Maintain files (either print or electronic) for accessibility to the most current and applicable statutes and regulations.  Conduct research into statutes, regulations, and guidelines of state licensing agencies and other governmental entities.  Advise corporate staff and operating unit executive committees on questions of interpretation and application of regulations to operating unit activities.

3. Prepare applications for operating approvals for acquisition and start-up activities in accordance with the EDMC strategic plan. 

4. Prepare applications for program additions and modifications, and for other campus activities that require state agency permission or notification.  Prepare required renewals of authorization to operate campuses for submission to state agencies.  Monitor schedules for state licensing agencies to ensure that materials are filed in a timely manner.

5. Provide consultative guidance and feedback on school-generated applications and reports with respect to appropriate application of regulatory guidelines. 

6. Advise, assist, and recommend to EDMC on due diligence activities, as required.

7. Participate and support in the development and implementation of administrative and operational polices that are consistent and compliant with regulatory and accreditation requirements. Research state licensing agency law and guidelines to assist in EDMC policy determinations regarding school operations.

8. Conduct regulatory compliance audits of EDMC operating units as requested by Director of Compliance.

9. Assume accountability for state licensing activities in the regions comprising the assigned division.  This includes management of state licensing staff as assigned.

10. Function as part of the managerial team within the state licensing sub-department of the Regulatory Affairs and Compliance Department.

10. Work in collaboration with other state licensing Directors, as well as with other departmental Directors, to manage system- and EDMC-wide projects as assigned.

 

ORGANIZATIONAL RELATIONSHIPS

 

Reports to Vice President, Regulatory Affairs and Compliance

State licensing personnel within assigned division report to incumbent.

Interacts with EDMC and school personnel; significant interaction with regulatory agency staff.

 

PREFERRED QUALIFICATIONS

1. Background in postsecondary, proprietary education, accreditation, and/or regulatory processes.

2. J.D degree required.

3. Problem-solving and analytical skills are necessary.

4. Strong organizational and time management skills essential, including the ability to handle multiple tasks, to prioritize, and to work independently.

5. Superior communication skills, both written and oral, to effectively communicate to all employee levels within the Company and with state licensing agency staff.  Professional telephone manner.

6. Personal computer skills: proficiency in Microsoft Word, Access, and Excel is required.  Ability to learn and apply other software, as needed.
