Director or Compliance and Licensing
RESPONSIBILITIES:
Establish and maintain relationships with state, federal and accreditation agencies and staff
Manage the process of licensing and accreditation for campuses, programs, representatives, instructors etc.
Ensure compliance with Accrediting Commission of Career Schools and Colleges of technology (ACCSCT) accreditation standards;
Maintain organizational compliance with Department of Education regulations to ensure eligibility for Title IV funding;
Prepare for and attend state, federal and accreditation school visits
Provide counsel (to all employees) on issues relating to federal, state and accreditation regulations and laws
Assist in responding to student complaints filed with agency, BBB or other outside groups
Research and provide updates to the CEO and CFO on impending or recent changes to federal and state legislation
Maintain communication with CCA and other outside groups to keep abreast of changes to law or regulation
Notify all affected employees of changes to accreditation standards and how to comply, assist in development of updated SOPs in response
Review all marketing materials and admissions materials for compliance with ACCSCT, FTC, ED etc.
Manage the licensing compliance team
Review all catalogs and EAs for compliance and legal requirements
Manage the Corporate Compliance and Ethics program, including:
chairing the Risk Assessment Team
conducting risk assessments
writing the reports related to various assessments using an Enterprise Risk Management/COSO model
Managing the publication of the Code of Conduct and its updates, quarterly compliance brochures and the compliance education programs required to meet Federal Sentencing Guidelines for SOX compliance
Manage the Scholarship Department and the administration of all UTI scholarship programs, including internal/externally sponsored programs and those run through the UTI Foundation (this includes creating new programs, cycling them through the legal channels, drafting required documents and ensuring proper publication and administration.)
Participate in investigation and response to compliance related Employee Hotline calls.
Provide training programs on various topics, including FERPA, GLBA, PACs, IAIPs, school visit prep, professionalism etc.
Participate in the drafting and updating of the SEC 10K (Annual Report)
Others duties and projects as assigned.
REQUIREMENTS:
Bachelor's degree required
7-10 years direct experience in regulatory compliance, accreditation and licensing in higher education
5 years management/supervisory experience
In-depth knowledge of Department of Education regulations and applicable accreditation and state licensing requirements.
Excellent communication skills, both verbal and written.
Ability to manage project timelines in a fast-paced work environment ensuring that deadlines are met.
Ability to organize, plan, prioritize and follow through on work.
Ability to provide flexible and adaptable work schedules.
Proficient in personal computer software applications including MS Office.
