HR Specialist - Highly Qualified and Recruiting
School District 27J, with schools in the Brighton, Commerce City, Henderson and Thornton area, is the fastest growing school district in the state of Colorado. We are 20 minutes North of Denver, 20 minutes from Denver International Airport, and 30 minutes from the heart of the Rocky Mountains. SUMMARY This position will provide administrative, professional, technical, and analytical work related to recruitment and determining highly qualified status for all includable staff. Evaluate and coordinate the Teacher in Residence (TiR) program from a Human Resources standpoint. Assist the Executive Director for Human Resources in evaluating policies and procedures relating to staff recruitment and determining highly qualified status of certified and some classified personnel.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Evaluate, according to Human Resources administrative guidelines, Board policies, negotiated agreements, and legislative requirements all transcripts, past experience and education of certified employees to determine their Highly Qualified (HQ) status. Coordinate with the internal technology department and the Colorado Department of Education (CDE) all annual information and reporting elements; ensure updates are installed in CIMS for annual reporting requirements. Work with the Charter Schools to ensure we have the correct information on their employees for data input. Input and maintain all data in the CIMS system for yearly reporting to CDE. Submit report to CDE and correct any errors. Respond to exceptions. Notify principals and help coordinate notifying parents of teachers who are not HQ. Work closely with the Director of Special Ed to assure all Special Education (SPED) staff (teachers and paraprofessionals) are reported correctly in the annual CDE Report. Help SPED reporting unit to obtain missing data. Work closely with the Certified HR Specialist to ensure that all newly hired teachers are highly qualified and properly endorsed to teach the subject and/or grade for which they have been hired. Coordinate ParaPro testing for Paraprofessionals working in Title I positions (including pre-school and special ed) to ensure they are HQ for their positions. Purchase and maintain an inventory of test keys, proctor the test, track payments and reimbursements to candidates who pass the test, collect documentation for personnel files to support Para’s HQ status. Evaluate all TiR candidates considered for hire to ensure transcripts reflect all CDE requirements for the program. Ensure the candidate has passed all appropriate content area tests. Assist newly hired TiR candidates in completing all enrollment paperwork. Evaluate second year TiR candidates’ portfolios each spring and oversee the completion of the recommendation for a Professional License for all who have met the program requirements. Coordinate the completion of the required documents that need to be forwarded to CDE. In coordination with the HR Technician, track all teacher licensing deadlines. Notify school principals at the beginning of each year of license expiration dates of teachers in their buildings. Notify the Executive Director of HR, the building principal, and the Certified HR Specialist of any licenses that expire. Attend all conferences/meetings and trainings as they relate to HQ and or TiR. Coordinate all of the District’s participation in local and designated out-of-state job fairs. This includes planning, advertising, and hosting a District Diverse Teacher Recruitment Fair, scheduling registered candidates and notifying them of the interview times. Register the district and schedule all participants for local and out-of-state Teacher Job Fairs. Coordinate and host annual Evening with the Superintendent for potential new hires. Plan and host an appreciation event for all student teachers each semester. Develop relationships with state universities and colleges to encourage education students to apply to School District 27J.
