PRIMARY RESPONSIBILITY

To manage, assign, review, and evaluate the work of staff and independent contractors who are responsible for the delivery of health services for Adams County Head Start including health, mental health, special needs, and dental services; and to perform a variety of technical and professional tasks relative to assigned area of responsibility.

 

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

● Direct and coordinate the work of staff and contractors responsible for delivering health, mental health and special needs services to program clientele.

● Observe children in classroom to assess their functional level; provide diagnostic testing on children with suspected or identified special needs; work with school districts to develop individualized education plans.

● Oversee the referral, evaluation and staffing process to Adams County School Districts.

● Act as a liaison for Head Start with Adams County School Districts, mental health and health service providers.

● Provide on-site consultation to staff for children with special needs and concerning behaviors.

● Recommend and assist in the implementation of goals and objectives; establish methods and schedules for providing quality services to children with health, disability, and mental health needs in compliance with Federal, State, County and local regulations.

● Develop and implement policies and procedures.

● Solicit medical personnel and suppliers to provide health services to Head Start children; develop contracts and agreements for such services in compliance with appropriate regulations; coordinate and conduct Health Services Advisory Committee meetings to obtain support and advice from consultants from various health disciplines.

● Counsel parents regarding their rights and responsibilities regarding special education services.

● Submit budget recommendations; monitor expenditures; complete grant requests.

● Participate in the preparation, implementation, and monitoring of contracts and agreements with Adams County Public School districts; mental health providers; independent occupational and speech/language therapists; and other agencies for delivery of special needs and mental health services.

● Monitor health, mental health and disability services provided to Adams County Head Start children, families, and staff.

● Participate as a member of Head Starts senior management team.

● Respond to and resolve inquires and complaints from parents, staff, and community members.

● Develop, implement, coordinate, and evaluate training for Head Start staff.

● Attend and participate in professional group meetings, staff meetings and program events as requested.

● Develop, maintain, and monitor the child health and developmental, disabilities and mental health work plans.

● Perform related duties and responsibilities as required.

● Attend and participate in IEP staffing and all related meetings.

● Maintain records according to established guidelines. Prepare various reports on operations and activities.

 

REQUIREMENTS

Experience - Three years of experience working with preschool children with special needs and their families.

Training - Bachelors degree from an accredited college or university with major course work in special education, health or a related field.

Ability to pass CBI & FBI background check and Central Registry check.

Must complete physical examination and TB test upon hire.
