The Mgr, Test Publishing is responsible to provide effective strategic and operational leadership to ensure smoothly daily operation of the Test Publishing Department to meet quality standards and changing requirements of the clients and industry and to explore and initiate new techniques and methods to satisfy the continual development and growth needs of the test publishing service and the department. The Mgr, Test Publishing is also responsible to build and maintain a supportive, cooperative and cohesive work environment, to provide information on operational costs, efforts, and schedules to support business development, and to take budgetary and HR responsibilities for the whole department.1. 50% Operational Leadership -- Devise strategies and tactics to enable effective growth and support of the Testing Publishing team to meet business needs-- Provide leadership regarding publishing tools and process-- Understands resource requirements, and formulates resource strategies to meet stakeholder needs-- Provide workflow management to test publishing team and quality assurance team-- Build and maintain good communication structures between departments as appropriate-- Build and maintain a supportive, cooperative and cohesive work environment2. 20% Personnel Management -- Staffing: Staff the department with qualified personnel-- Performance Appraisal: Produce annual performance review for employees -- Development: Provide effective training and mentoring to employees as needed 3. 10% Finance Management -- Make and manage annual budget of the department4. 15% Quality Maintenance & Continuous Improvement -- Monitor quality standards of exam publication-- Establish and maintain metrics for quality and productivity-- Devise improvement strategies and initiatives-- Drive change in products and tools to improve efficiency and effectiveness of the test publishing service-- Foster an environment where new techniques and processes can be developed-- Facilitate other continuous improvement efforts5. 5% Other duties as assigned Education and Experience: -- Bachelor's degree in Computer Science, Business or other application field or equivalent experience, related graduate degree preferred-- 5+ years related experience in technology (software development, test development, software testing, systems) -- 3+ years experience as Team Leader, Supervisor or Manager in a cross-functional role-- 1+ years experience in project management-- 1+ years experience in program management, account management, or other client-facing role-- Experience in teambuilding preferred-- Experience with process improvement a plus -- Proficiency in Windows and office applications Skills, Knowledge and Abilities: -- Knowledgeable of process improvement process and tools -- Excellent written and verbal communication skills required-- Effective cross-functional and multiple projects coordination skills-- Customer focus a must-- Excellent analytical and problem solving skills-- Strategic and system thinking-- Ability to learn on the fly -- Strong team management skills -- Effective decision making skills-- Feel comfortable to deal with ambiguity-- Flexible attitude and open to changes -- Must be a self-starter and team-player
