DESCRIPTION: The Manager, Central Procurement/Life Sciences (Procurement Relationship Manager) will serve as the consolidated point of contact for Marketplace enabled suppliers within a particular category. They will manage the comprehensive business relationship between suppliers and UCSD, including both end users and campus partners such as Core Bio Services and Storehouse/Trade Street. The Manager, Central Procurement will work closely with the Strategic Sourcing Team to determine which suppliers should be enabled in the Marketplace eProcurement platform, based on the factors such as customer requirements, strategic value, competitive pricing, customer support structure and technical capability. Once contracts are executed for selected suppliers, the Procurement Relationship Manager will be responsible implementing the contracts within the Marketplace eProcurement environment and for monitoring compliance within the application. When discrepancies arise between UCSD/Supplier agreements and purchase orders/invoices executed within the Marketplace application, the Procurement Relationship Manager will be responsible for resolving individual issues, using Strategic Sourcing resources when appropriate.The Procurement Relationship Manager will also be responsible for making sure that Marketplace offerings from suppliers of similar categories are in compliance with the UCOP or UCSD agreements. The Procurement Relationship Manager will work closely with campus partners such as Core Bio Services and Storehouse, to determine which supplier products will provide strategic value to end users when offered through Core/Store catalogs within Marketplace. In conjunction with Core Bio Services and Storehouse, they will monitor the purchase of products and recommend additions or deletions to their offering based on purchase data.The Procurement Relationship Manager will closely monitor data from each of their responsible suppliers in order to understand purchase patterns from the end users and correct any catalog discrepancies. Using this data as a foundation, they will work closely with their suppliers to make adjustments in the catalog for the purpose of correcting pricing, enhancing product descriptions, or optimizing trends identified through the data. This data, as well as end user feedback provided through the Marketplace Customer Service portal, will be used as the basis for periodic Supplier Review Meetings which will be facilitated by the Procurement Relationship Manager.The Procurement Relationship Manager will be responsible for the comprehensive Management of Life Science suppliers within the context of Marketplace, UCSD’s e-Procurement portal. This position reports to the Senior Manager, Central Procurement and, under his/her general direction, conducts the following activities: serves as the primary point of contact for Life Science suppliers (Fisher, VWR, Invitrogen, Sigma, etc.) enabled within the Marketplace eProcurement portal and the end users; manages workflow and associated approval process for transactions conducted within Marketplace for these suppliers; manages commodities as assigned; creates purchase orders, issues RFP’s, RFQ’s and RFI’s; analyzes various UCSD distribution channels of Life Science products to determine which products should be held in inventory by internal partners such as Core Bio Services and Storehouse; works with strategic sourcing to create commodity strategies for Life Science products offered through the UCSD Marketplace eProcurement portal, may participate on UCSD campus-wide strategic sourcing initiatives for Life Science products, as assigned; proactively identifies and recommends opportunities for strategic sourcing as it relates to Life Science products; negotiates pricing for complex and high risk agreements, service levels and scopes of work; participates/leads change management efforts and adoption of new processes as it relates to their assigned areas of responsibility, performs ongoing supplier relationship management and associated analysis in order to ensure both the supplier’s and UCSD’s compliance with contractual obligations; assesses how well strategically sourced agreements are meeting the requirements of the campus community; enables supplier adoption across UCSD; evaluates new methods and tools for conducting sourcing initiatives; manages commodities as assigned.QUALIFICATIONS:* Professional knowledge of Life Science products, processes and associated supplier base.* Professional knowledge and experience in supply chain management practices, as reflected by practical experience in private, public, manufacturing, commercial and/or corporate applications.* Understanding of enterprise integrated financial systems to manage institutional financial business such as purchasing transactions.* Project management skills, including the ability to set project objectives, determine and address potential barriers; identify required resources, identify process steps and milestones; and adjust action plans to achieve desired outcomes.* Substantial negotiation experience. Strong negotiation skills and strategies required.* Expertise in procurement, UCC, contract law, California procurement code, and federal procurement regulations.* Ability to independently draft and analyze complex contracts, business documents and other agreements and assure compliance with applicable laws and guidelines.* Ability to make incisive, coherent presentations, and respond to rapid questioning on difficult issues.* Ability to analyze information, situations, problems, policies and procedures and to formulate logical and objective conclusions from fact, situations, data and observations.* Degree in Business Administration preferred or equivalent combination of education and experience, and experience in strategic sourcing and supply chain management procurement matters.* Familiarity with audit, control and accountability methodologies.* Knowledge of ethical standards governing relationships between buyer and seller.* Ability to guide and advise cross-organizational workgroups, and to build consensus among a broad spectrum of diverse constituencies and at varying organizational levels.* Team building and group facilitation skills, applied to diverse work groups and difficult individuals; exercise diplomacy and maintain confidentiality.* Ability to disarm anger and constructively handle complaints.
