GENERAL INFORMATION

The Oregon Department of Environmental Quality’s Human Resources Section is recruiting for a full time person who possesses excellent communication, presentation and organizational skills to serve as the Training and Development Specialist for the agency in Portland. The Management Services Division provides personnel resources for the entire agency in an effort to provide this person will conduct agency wide needs assessments, plan, design, coordinate or deliver complex training to help achieve the agency’s strategic goals.

TO QUALIFY

Applicant must possess a current, valid driver’s license. Your PD100 application will be reviewed to verify that you meet the qualifications stated in this section. To receive credit, your application form must clearly show that you have:

 Five years experience designing and coordinating adult education courses, organizational development strategies or specific training programs or curriculums.

ANDA Bachelor’s degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior or related field may substitute for two years of experience.

DUTIES AND RESPONSIBILITIES include but are not limited to:Develop a training strategy in alignment with the strategic directions [goals] of the agency. Plan and design a training needs assessment tool for determining the needs of the staff and management. Administer and facilitate needs assessment in order to identify training and development challenges.  Identify existing resources in the training and development areas, evaluate their content and analyze the effectiveness of these existing programs, utilizing or adapting them to meet agency requirements. Determine the best system for delivery of training programs, including facilitating, planning, and scheduling. Design a system for training facilitators to expand the scope of training to regional office throughout the state. Administer training contracts for vendor training and monitor contractors’ work quality. Serve as the primary resource for training and development requests from staff and management researching and implementing or amending available programs to meet the specific user group needs. Develop and implement training in the areas of mentorship, career development, transition planning, succession planning to proactively address the needs of an aging workforce and the loss of institutional knowledge. Research and deliver or arrange for delivery of training on the state of Oregon and Federal programs, policies and procedures required to maintain legal compliance.  Modify training programs as needed to increase effectiveness and outcomes. Research training and development trends and design training curricula to achieve desired results. Establish system for tracking and maintaining training records.

Be sure that the jobs where you gained experience are listed in the Work History action of your PD100 application. Your grade will be based upon your answers.Describe a training that you have had to develop on a specific topic, the process used to develop the training, for a particular program or organization and how it was implemented.Outline the process you use to evaluate if an overall training program is effective and is meeting the organization's needs.
