It provides overall leadership and guidance for the Area Senior Foresters on administration of the vegetation management program as well as day-to-day assistance on technical and customer issues. Serves as the company's recognized expert on distribution vegetation management issues and as such is sought out for program guidance, overall policy development, regulatory tracking and reporting, and legislative monitoring and comment. This function includes monitoring and measuring contractor work performance to ensure regional and system wide energy delivery goals are met, and ensuring that work is completed in accordance with planned scope, budget, safety, and quality. MAJOR FUNCTIONS 1. Provide effective supervision, leadership, and guidance for employees in the sub-unit to maintain an effective and motivated work force. This includes providing on-going coaching and feedback, conducting performance reviews, monitoring work requirements, maintaining positive employee relations and identifying training needs and providing training opportunities and resources. 2. Through industry knowledge, continuous monitoring, and contractor relationship management, coordinates overall contracting strategy, including qualification and selection, for distribution vegetation management contractor use in the Carolinas or Florida. Continually monitor through feedback and reporting from the Area Sr. Foresters, the safety, quality, and productivity performance of the vegetation management contractors. Initiate appropriate actions to quickly and decisively address any contractor performance that is not meeting expectations. 3. Serve as an advocate of the distribution system vegetation management program by developing and maintaining beneficial relationships with external and internal customers. Assist with development of literature, publications, and campaigns to inform property owners of distribution vegetation management issues. Assist the Area Sr. Foresters with difficult property owner issues and as needed intervene to resolve the issue to avoid/prevent negative perceptions of the overall vegetation management program. 4. Lead the development of the annual vegetation management program in coordination with the Area Sr. Foresters. Assist with overall determination, development, and distribution of vegetation management program funding. Ensure appropriate focus to each area in an equitable manner with an overall goal of preventing all tree-related outages to the distribution system. 5. Serve as the regulatory interface for the Distribution Department for all vegetation related issues. This includes addressing audits by regulatory bodies, responding to certification requirements, and responding to and as needed testifying before regulatory bodies. Examples of regulatory agencies include FERC, NERC, state utilities commissions, state and federal environmental agencies, and local governmental agencies. Also responsible for gathering information on and reporting to all appropriate regulatory agencies event information on any reportable tree-related distribution system outages/events. 6. Develop, implement, and continually monitor an effective vegetation contractor safety program. 7. Stay abreast of legislation, environmental law, and technical development concerning right-of-way/vegetation management through review of technical publications, attendance at seminars, and membership in professional organizations. Monitor legislative/governmental activities and proactively work to affect proposed ordinances or legislation that would impact the distribution system vegetation management program. 8. Through feedback and reporting from the Area Sr. Foresters, monitor monthly spending on vegetation management. As needed implement adjustments in spending to ensure expected production and budget attainment. 9. Coordinate acquisition of and scheduling of periodic helicopter patrols throughout the Carolinas system. Develop and maintain appropriate relationships with helicopter (and other aerial resources) service vendors to ensure availability for routine patrol work, special maintenance project needs, and storm response. QUALIFICATIONS A Bachelor's Degree in Business Administration, Engineering, or Forestry is required. A minimum of three to six years of experience is required. Prefer technical competency in various forestry and vegetation management techniques. Registration as a Professional Forester and as an International Society of Arboriculture Certified Arborist is a plus.
