The Specialist provides day-to-day vendor assessment/audit support to the Project Managers associated with the Nuclear Projects and Construction (NPC) group. The Senior Vendor and Equipment Quality Specialist will support the Nuclear Projects and Construction group in the area of Vendor/Equipment services by ensuring that the quality programs of suppliers of equipment and services are implemented and that equipment and services meet corporate, regulatory, and purchase order requirements by review of requirement, conducting audits, surveillances, tests, and inspections, and follow-up of non-conformances to verify resolution. For assigned suppliers, verify qualified suppliers on the Approved Suppliers List by reviewing supplier¿s quality assurance programs, perform evaluations, conduct supplier audits, monitor supplier performance, and maintain the approved supplier¿s listing in the ASL database. Work with the Corporate Vendor and Equipment Quality Group to update the ASL as necessary. Coordinate with the Project Managers and procurement engineers in the evaluation and selection of equipment suppliers and vendors to ensure all project needs, schedules and regulatory requirements are met. Maintain up to date knowledge and understanding of applicable codes, standards and regulatory requirements used in the nuclear and commercial industry to support the procurement of equipment and services in support of the activities associated with the Nuclear Projects and Construction group. Prepare vendor assessment outlines and vendor audit outlines. Compare vendor contracts and equipment specification for conformance. Evaluate vendor / supplier facilities and conduct assessments looking for performance improvement areas as well as compliance to contracts. Integrate the vendor inspection schedule with the NPC Project Manager¿s expectations on the optimal time for inspections to ensure quality deliverables. Compile vendor observations and anecdotal evidence and prepare audit reports. Evaluate vendor quality programs and processes to determine if the expected quality is inherent in the products being procured by Progress Energy. Provide vendors with candid feedback based on observations and interviews at their facilities. The Senior Vendor and Equipment Quality Specialist will evaluate vendor manufacturing processes to determine if the product meets the quality expectations of Progress Energy. An example of this would be to evaluate the material test reports for steel contained in the reactor coolant system piping that will be used in the steam generator replacement project. The Senior Vendor and Equipment Quality Specialist is expected to have knowledge in key manufacturing, testing, and material handling processes including destructive and non-destructive testing. Frequently, instances will arise during assessments or audits at vendor facilities that may cause the Senior Vendor and Equipment Quality Specialist to make decisions that might impact delivery schedules due to poor quality of resulting equipment or questions on the quality of provided services. In addition, situations may arise where the QC Vendor Surveillance Inspector will lead an assessment/audit and will have to provide leadership to other peer inspectors. The majority of the time the QA Vendor Surveillance Inspector will be in the field at vendor facilities. As such he or she will be making choices and decisions without the specific guidance or direction from a supervisor. The candidate should have the required knowledge and background to effectively audit selected vendor facilities in regard to quality of product and performance of the staff. The Senior Vendor and Equipment Quality Specialist should be familiar with all aspects of the Quality Assurance program required by 10 CFR 50 Appendix B and provide leadership in the implementation of a performance based assessment program. The position is responsible for generating vendor surveillance and audit reports. It will be important that the individual coordinate inspection activities with the NPC project management team to ensure strategic and timely assessments/audits are performed. Schedule will be a priority to ensure any adverse findings can be addressed without impact to equipment or product delivery. Knowledge of manufacturing processes and vendor quality programs will help the individual ascertain the state of affairs within the organization being assessed. Good communication and crucial conversation skills are important since much of the interface will be presenting critical feedback to the vendors. The following QC certifications are preferred: NDE Methods: PT, MT, VT, ISI VT1, VT2 and VT3 ANSI N45.2.23 Lead Auditor Qualification Knowledge of ASME B&PV codes and ANSI CP-18 / ASNT SNT-TC-1A requirements. Six to nine years of experience and a Bachelor's degree from a four-year college or university preferred but not required. The position will require a significant amount of travel; therefore, the individual will be responsible for completing expense reports in a timely manner and forwarding them to the NPC NAS Superintendent for processing. QUALIFICATIONS: Required: 3-6 years related experience and up to two years of formal post-high school specialized trade, technical school or college (Area of Specialization - familiarization with QA/QC requirements of manufacturing).
