Position Purpose:

This position may be filled at either the entry or journey level depending on candidate's experience.
Salary:
Associate Electrical Engineer (Entry): $65,520-$81,780 annually
Associate Electrical Engineer (Journey): $77,832-$97,212 annually

Under general supervision, to perform minor to moderately complex electrical design and inspection tasks for new construction, modification, and maintenance of the District's various power generating units and supporting infrastructure assets (hydro, thermal, wind, photovoltaic, gas pipeline, etc.), and to prepare Design Change Notice packages for this work to ensure that generation operations for the District are reliable and efficient and comply with regulatory requirements and restrictions.

Assists in conducting professional-level work assignments in a major functional or technical area at the entry level and exercises increasingly independent judgment and discretion within established broad guidelines at the journey level.

Essential Functions:

1. ENGINEERING DESIGN. Performs minor to moderately complex engineering design on the electrical systems of the District's various generation assets.
2. DOCUMENTATION. Prepares electrical project documentation. Takes the engineering designs (own or other's) and prepares Design Change Notification (DCN) packages for construction and other fieldwork. Utilizes the Generation Design document control system to manage the development and revision of drawings; produces as-built drawings from field data.
3. BID PACKAGE PREPARATION. Assists in developing related bid package specifications necessary for bidding and procurement of materials and services related to assigned electrical projects.
4. DRAFTING AND GRAPHICS. Performs a broad range of drafting and graphic assignments utilizing Computer Aided Design (CAD) software to create and revise drawings and maps associated with engineering design changes and new engineering designs on various District generation assets; develops construction drawings, including equipment/facilities drawings, wiring diagrams, job instructions/notes, etc; utilizes digital imaging devices for use with CAD and mapping software, works with digital images in varying image formats.
5. PROJECT MANAGEMENT. For generation projects with lower levels of design and construction/installation complexity, incumbent may be assigned primary design and coordination role.
6. FIELD DATA COLLECTION/FACILITY INSPECTION. Performs field investigations to take measurements and collect data for assigned projects; verifies existing configurations and conditions against documentation; produces as-built drawings from field visits and measurements; conducts on-site visits to verify proper facility installations by contractors or District personnel conducts site visits and inspections with contractors and other outside personnel.




Minimum Qualifications:

KNOWLEDGE OF: Theory, principles and practices of electrical engineering design for thermal, hydro, wind, and photovoltaic power generating resources and pipelines; electrical circuit theory; circuit analysis; short circuit calculations; transient analysis; fault analysis; system protection; motors and generators design and operation theory; federal, state and local laws, codes and regulations governing safety and construction of electrical systems and facilities; principles, procedures and practices related to construction/fabrication/installation methods, equipment and materials; computer-aided drafting and design software (such as AutoCAD); principles, procedures and practices related to engineering mathematics and statistical analysis techniques; principles, procedures and practices related to engineering economics; principles and practices of economic analyses of projects and programs; techniques and practices for cost benefit analyses; methods and techniques for report preparation and writing; procedures and practices for overseeing contractor's work activities.

SKILL TO: Utilize a personal computer and/or computer terminal, systems and software relevant to the job; use state-of-the-art computer software to design electrical systems and facilities; maintain computer databases for collection, interpretation and reporting of data; analyze situations, documents and data for conformance to established policy and procedures; gather data from appropriate sources and identify relevant factors; identify the key elements that must be modified to achieve a goal; interpret; analyze and apply pertinent policies, procedures, regulations and requirements; interpret, clarify, understand and analyze verbal/written information and ideas; utilize logic and analysis to identify the advantages and disadvantages of different approaches; weigh the relative costs and benefits of a potential action; follow and ensure that others follow safety policies, practices and procedures; read and interpret engineering documents and drawings, plans, diagrams and specifications; schedule and prioritize own work assignments to meeting expected timeframes; serve as reference point for other employees; communicate effectively, orally and in writing, internally/externally; establish and maintain effective working relationships internally/externally; compile and prepare technical, statistical and/or analytical reports and presentations; assist in planning and implementing system protection enhancements and upgrades.

EXPERIENCE:
Entry Level (E): Up to 3 years of progressively responsible relevant work experience in the design, construction, and maintenance of electrical systems for electrical power plants.
Journey Level (J): 3 to 5 years of relevant experience.

EDUCATION: Bachelor of Science degree from an accredited college or university majoring in electrical engineering or related field.

Licenses/Certifications:

Incumbent should have successfully passed the Engineer in Training (EIT) test. In lieu of having passed the EIT, incumbent will be expected to pass the EIT prior to completion of the first year of employment as a condition of probation. License as California Professional Electrical Engineer is required to advance to the Journey level.

Desirable Qualifications:

Knowledge of: Principles and practices of manufacture, installation, operation, repair and maintenance of electrical equipment, systems and facilities for thermal, hydro, wind, and photovoltaic power generating resources and pipelines; generators, station services, transformers, switch yards, high voltage transmission systems and integrated systems for control, protection, measurement, regulation and operation; principles and practices of protective relaying as applies to generation and supporting equipment; power generation plant systems, structures, and equipment, their capabilities, ratings, and operation and limitations.
