Area Manager - Pipeline Operations

Position Summary

The Area Manager is primarily responsible for providing the daily direction to the

operations and electro‑mechanical technicians and external contractors in the

performance of construction, maintenance, and product movement activities for the

pipeline, metering stations, and terminals within a geographic area.

 

Essential Duties and Responsibilities: The following represents the majority of the duties performed by the position, but is not meant to be all inclusive nor prevent other

duties from being assigned when necessary.

 

1.  Supervises the individual work of field technicians and contractor personnel; determines work priorities; schedules work assignments; selects, orients, trains and evaluates work performance and recommends associated personnel actions, coordinates HS&E Specialist activities in conjunction with Director Health, Safety, Security, and Environmental.

2.  Directs the movement of product through area pipeline, product storage in area terminals, and the delivery of product from terminals to meet published schedules and shipper requirements.

3. Evaluates work plans and recommends changes to staffing to meet projected work.

4.  Develops capital and operating expenditure recommendations, manages the area's annual budget, and approves invoices for payment.

5.  Plans and controls the procurement and utilization of area materials, tools, and equipment. Maintains current inventory of equipment and supplies.

6. Creates and maintains records relating to area operations and personnel.

7.  Evaluates operating and financial activities and prepares and submits reports reflecting those activities and activities of competitive shippers to inform management or comply with regulatory requirements.

8.  Creates work rules and operating procedures for the area personnel and administers the company's policy and procedures. Conducts annual policy and procedure review and recommends changes to company policies and procedures.

9.  Directs the area's safety and damage prevention programs; monitors compliance with related procedures, investigates accidents, responds to area emergencies, assists with clean up and remediation at spill sites, and takes preventative and corrective measures to eliminate accidents.

10.  Conducts public and customer‑relations activities within the area and represents the company in resolving landowner problems.

11.  Supervises routine maintenance and painting of company equipment, provides advice to maintenance contractors and inspectors, and coordinates maintenance related activities with other areas of the company.

12.  Schedules and coordinates area security and inspections.

 

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education

A High School diploma or GED certification is required. Additional college level or vocational/technical training in civil engineering, construction, metering technology, heavy equipment maintenance, and business administration equivalent to an Associates degree would be desirable. Bachelor's degree is preferred.

 

Experience

Five to seven years of prior experience in pipeline field operations, scheduling, and maintenance would be desirable to gain knowledge of cathodic protection, maintenance techniques and equipment operation. Prior supervisory experience would also be desirable.

 

Skills

The position requires the ability to utilize computer hardware and a proficiency in the use of Microsoft Word, Excel, and Outlook software to manage, record, and evaluate company information.

 

The position requires knowledge of welding, specialized pipeline tools, repair techniques, and construction equipment.

 

Some manual dexterity is required to utilize specialized tools and equipment including forklifts, tractors, tapping machines, coupon pullers, pit and ultrasonic thickness gauges, calipers, and LEL‑Oxygen meters and to train employees how to use the equipment.

 

Good financial management skills are required to manage and account for a budget of approximately $1 and $2 million.

Good oral communication skills are required to resolve problems with landowners and to communicate instructions to employees and contractors, and to exchange operational information with other employees.

 

Good written communication skills are required to review, approve, and submit reports.

 

Good interpersonal and supervisory skills are required to resolve personnel problems and provide guidance to employees and contractors.

 

Working Relationships/Contacts

Frequent internal contacts are required with management and employees at all levels to exchange information regarding area operating activities.

 

Frequent external contacts are required with government officials on regulatory compliance matters, contractors on maintenance projects, landowners and developers to resolve right‑of‑way issues, and other pipelines to exchange information and resolve problems.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

 

The position requires a wide range of physical activities during the supervision of personnel in their normal duties including occasional heavy lifting and carrying of equipment during maintenance and construction activities. A majority of the time the job is performed while seated or standing.

The duties of this position are occasionally exposed to inclement weather during the supervision of personnel, the inspection of the pipeline and facilities, and the performance of maintenance activities. Occasional exposure to noise from pumps and motors, high pressure from hydraulic systems, and heights during inspections and gauging of tanks also occurs.
