We are seeking a State and Regional Issues Manager to join the staff at our Newark, Delaware location. In this role, you will manage regulatory matters on a state and regional basis in support of CESI's business plan. Serve as a liaison to state commission staff, representing CESI in potential rulemakings and policy initiatives. Responsible for participating in the development of BGS, SOS, PLR competitive procurement processes, RFPs and similar regulatory matters within PJM, ISONE and NYISO and monitoring environmental issues affecting CESI. The position will coordinate regulatory activities and tactical decisions, will testify as needed and generally be the overall contact point for CESI in state regulatory proceedings. This position is also responsible for participating in regional regulatory issues.
The position is accountable to: Manage regulatory issues at the state and regional level, including MACRUC. Effectively Represent Conectiv Energy at State and regional stakeholder processes, rulemakings, hearings, proceedings and meetings. Provide regulatory, advocacy and deal support for Conectiv Energy’s trading and asset optimization operations. Develop regulatory strategy for key initiatives that impact CESI. Participate in industry working groups and conference calls to develop, influence and present industry positions and comments on regional and state electricity policy issues. Formulate, develop, articulate and advocate Conectiv’s Energy policy positions and issues at State Commissions and other industry forums. Review State Commission notices, issuances, and Orders, develop and draft Conectiv Energy comments, proposed tariff language and position papers. Provide industry intelligence, regulatory information and analysis to Conectiv commercial teams. Build and manage industry collaborations and coalitions on specific issues. Ensure that regulatory filings are complete, accurate and consistent with State precedent and rules. Develop and maintain strong, responsive and honest relationships with regulatory bodies and key stakeholders, state regulatory staff, consumer advocates, peer groups. Develop and implement regulatory tactics for key regulatory proceedings. Provide timely and accurate communication and updates on State and regional regulatory matters to direct supervisor, CESI regulatory personnel, executives and others as appropriate. Align performance to meet business and regulatory needs. Ensure safety by never allowing unsafe acts. Develop and track SMART goals related to State and regional regulatory issues. Work closely with structured transactions, trading, legal and regulatory affairs teams.

Required:
• Bachelor's degree in Engineering, Business or related field OR the equivalent combination of training, education and/or experience.
• Experience demonstrating skill in developing, tracking and/or implementing policy, strategies and tactics for regulatory activities.
• Experience demonstrating skill preparing and/or presenting testimony for regulatory proceedings.
• Experience demonstrating skill representing a Company as a policy or fact witness in regulatory proceeding and/or meetings.
• Experience demonstrating skill providing regulatory, advocacy, deal and risk management support for trading and asset optimization operations.
• Knowledge of legal, business and/or technical implications of regulatory policies and procedures on a company.
• Extensive knowledge of merchant generation and wholesale energy markets and/or electric utility core and supporting processes.
• Knowledge of regulatory issues, rules, regulations and/or tariffs.
• Experience demonstrating skill generating input, developing and/or drafting comments related to regulatory policy and issues.
• Experience demonstrating skill developing and maintaining effective relationships with regulatory agencies and stakeholders.
• Experience demonstrating skill using PC-based word processing and e-mail software.
• Ability and willingness to work extended hours as required.
• Ability and willingness to travel to various locations as required.
• Ability and willingness to work independently and as part of a team.
• Must successfully pass the Criminal History Records Check.
• Must possess a valid driver's license.
