Contracts Administrator I or II

Carry out all activities in accordance with the highest standards of integrity and ethical business conduct.  Receive requisitions and review for completeness and necessary supporting documents/information.  Select reliable sources, request bids as required and evaluate quotations.  Support the authorization of funding for new commitments; facilitate selection of contractors and award purchase orders.  Initiate purchase orders and long term agreements in a manner that ensures all requirements and special terms and conditions are communicated and understood by all parties to the agreement.  Initiate appropriate expediting and follow-up activities to ensure timely performance of contracts and/or delivery of materials and supplies.  Communicate and coordinate with suppliers and various WCNOC entities to ensure prompt resolution of exceptions, questions and concerns.  Negotiate with suppliers as necessary on new procurement or changes to existing purchase orders.  Ensure that open purchase orders are complete and accurate at all times, reflecting the latest requirements and terms and conditions in compliance with company/supplier agreements, and with all governing regulations.  Understand and follow all procedures, instructions and policies governing procurement and instruct others in their application.  Support customers by providing exemplary customer service that seeks to meet their desired outcomes in the most effective manner while adhering to all applicable policies and procedures.  Support alliance activities through active participation in various procurement initiatives and interface appropriate personnel throughout the power industry (e.g. USA and STARS).  Participate in meetings with other departments to review item or material specifications, new or existing sources of supply, recommendations for reduced procurement, and other matters of common interest.  Coordinate, conduct and participate in meetings and discussions between suppliers and/or supplier representatives and necessary related personnel concerning subjects other than normal price, delivery or quality negotiations (i.e. value analysis or engineering, new methods, techniques, processes, etc.)  Investigate and evaluate new sources of supply.  Interview supplier marketing representatives and remain current on developments that influence procurement procedures and practices.  Administer traffic logistics issues to ensure shipments are made in a cost effective manner consistent with schedule requirements. Actively support the corrective action program through PIR initiation and evaluation, and participation in the self-assessment process.  Utilize various computer systems and programs for the creation and transmission of procurement documents, status updating, and day-to-day communications.  Maintain a consistently positive outlook/demeanor, committed to effective teamwork and well-being of the workgroup.  Perform other duties as assigned by supervision/management.
