Database Analyst

Clark Public Utilities is a customer-owned electric and water utility located in Vancouver, Washington. The Utility is committed to providing exceptional customer service, reliability, and efficiency. We are recruiting to fill a Database Analyst position in our I.T. Operations group with this same commitment to excellence. The Database Analyst supports database and software tools infrastructure.
DUTIES:
Client Server Software
Assist in the maintenance and control of database servers, development of Utility/department standards for hardware/software relating to databases, and client server programming tools (data exchange, web services, etc.). Assist in the installation, testing, and maintenance of server computing platforms and software systems. Troubleshoot and repair databases and other assigned software systems. Evaluate, recommend, and implement new database releases and technology. Review Utility business needs and respond to production problems.
System Analysis / Design - Assist in defining the process and development of solutions to enhance productivity and customer support and help define, recommend, and deploy new application software. Provide documentation of SQL Server processes and setups. Ensure the quality and effectiveness of database systems.
Project Management
Prepare system documentation and presentations to instruct users on system functions; coordinate activities with colleagues across Operations and Application teams. Provide status reports and make assignments.
Security - Review implementations and potential product acquisitions. Work with Network Team to establish and implement Utility Security Standards.
Communications (Written/Verbal) / Documentation
Keep managers informed on all activities and users informed on the progress of current and impending project changes by preparing weekly status reports, and management reports showing the reliability, status, and utilization of database resources.
Administration / Training - Assist manager with budget in relation to software / licensing costs and track actual to estimated costs. Prepare local and formal Pos. Develop training and related materials by evaluating the training requirements of co-workers. Provide ad hoc and formal training to database users on Personal Computing/Networking solutions.
Qualifications
Associate’s Degree or higher, and at least five years of progressively responsible I.T. experience. Must have technical knowledge of personal computers, TCP-IP network topology, server/PC operating systems, and general use PC based software applications, including Microsoft applications (SharePoint, BizTalk, Office Suite); and web services software. Able to write scripts using SQL, and use Crystal Enterprise report generation tool, and develop preliminary design of database structures, platforms, and related systems. Proven skill in implementation of database technology aspects of complex projects and in development and implementation of solutions to deliver business improvements in core business areas (for example, Accounting, Finance, Engineering, Operations, Customer Service, and Human Resources. Technical and administrative knowledge of SQL Server and other databases in both the client server and Mainframe environments. Familiar with .Net architecture and able to write and maintain Visual Studio Projects and VB Scripts in SQL Server. Ability to develop and evaluate client server architecture, relating existing systems to proposed new software product solutions and accurately estimate the completion date for projects required. Must be able to coordinate and control a project from beginning to end.
Must be a self-starter and team player with demonstrated record of results achievement. Ability to express thoughts clearly in verbally and in writing. Demonstrated excellence in analytical problem solving skills, and thorough, accurate documentation of work tasks
