Position: Director of Safety
Tucson Electric Power Company, one of Arizona's leading utility companies, seeks a professional that will be responsible for providing strategic direction concerning all matters regarding corporate safety, industrial hygiene, and public safety functions. Oversee the development, implementation, administration and evaluation of policies, programs and investigations. In addition, this position is responsible for all aspects of industrial hygiene programs in support of the business area needs. Ensure that the business areas are provided with recommended changes and updates to meet requirements of OSHA, DOT, and other regulatory agencies regarding safety, industrial hygiene, and public safety requirements to meet employee and organizational needs, objectives and regulatory requirements. The position must be able to work with plant and/or field operations personnel and safety professionals to assist in the creation of specific approaches to improving safety while complying with all regulations. Partner with business area safety leaders to identify and/or provide state-of-the-art solutions to safety training, reporting or other issues. In addition, this position is responsible for overseeing the public safety communications and programs that insure public safety as mandated by federal, state and local laws.
Position-Related Responsibilities:
· Provides strategic leadership to the business areas in the development, implementation and administration of corporate safety programs and policies to meet employee and company needs. Serves as consultant to business area managers and safety consultants to resolve safety issues and to promote a safe work environment.
· Partner with business area management to ensure industrial hygiene regulatory requirements are understood and program compliance is being achieved. Serve as the subject expert regarding industrial hygiene compliance requirements and program administration. Designs and implements programs to maximize regulatory compliance.
· Provide communication to the business area leader team as well as employees on critical corporate safety related priorities. This information includes new and proposed regulations, policies, goal setting, accident investigations and accident trends.
· Directs the planning and budget for Safety, IH, and Public Safety management including decision making regarding program priorities, budget expenditures and forecasting future needs. This includes performance management discussions, compensation decisions and staffing recommendations. Develops creative course of action to resolve problems.
· Responsible for overall management and direction of the corporate Public Safety program. Develops and implements the corporate Public Safety strategies and initiatives to ensure compliance with all federal, state and local laws relating to the safety of the public as applicable to gas and electric utility infrastructures.
· Develops and manages business area relationships with internal customers. Maintains effective relationships with external customers, vendors, contractors and consultants.
· Supervise, provide direction to, and review performance of subordinate staff. Evaluate the structure and team plan for continual improvement of the efficiency and effectiveness of the group as well as providing individuals with professional and personal growth with emphasis on opportunities (where possible) for individuals.
· Maintain and expand knowledge and understanding of existing and proposed federal and state laws/regulations affecting human resources management. Identify trends that could impact organizational objectives and/or operational resources. Interpret appropriate laws and policies and advise management, employees, and union officials accordingly.
Management Responsibilities:
· Ensure that the Company’s management principles, policies and programs are consistently practiced and continually support the Affirmative Action Plan.
· Comply with and administer the terms and conditions of the Collective Bargaining Agreement.
· Assume fiduciary responsibility for operating the business and provide recommendations on cost improvement measures.
· Ensure that the Performance Management program is administered uniformly and effectively.
Knowledge, skills and abilities:
· Bachelor of Arts degree, Master’s degree preferred, in Safety or Fire or Engineering with a designation as a Certified Safety Professional (CSP) or equivalent.
· A thorough knowledge of State and Federal OSHA, DOT, DOH, rules and regulations related to safety issues, the National Fire Safety Code, the National Electrical Safety Code, various ANSI standards, and general electrical utility safety and health practices.
· Demonstrated supervisory/leadership skills including effective written, oral and listening communication skills; conflict resolution skills; the ability to work with and communicate with all levels of the organization, including bargaining unit, management, and regulatory; and the willingness and ability to train.
· Must have or be able to qualify for Arizona driver’s license in order to travel to various field sites to inspect and monitor operations and investigate accidents.
· Ability to remain flexible in a demanding work environment and adapt to rapidly changing
priorities, function at accident scenes, and at various company facilities, which may be graphic, and to ride helicopters and to respond to callouts at all hours, including weekends and holidays.Proficiency in use of personal computer applications, including spreadsheet, word processing, relational database, and presentation software. Must have a sound working knowledge of statistical concepts, methods, and data collection procedures to be able to research information and analyze data to arrive at valid conclusions, recommendations and plans of action.
· Demonstrated ability to communicate effectively with diverse groups across functional lines. Must have high level of interpersonal skills to handle sensitive and confidential situations. Position continually requires demonstrated poise, tact and diplomacy.
