Energy Engineer

Job Summary

Under of the Director of Engineering, the Energy Engineer will conduct facility energy audits, identify opportunities for energy savings and capital invethe direction stment, optimize opportunities through technical and financial analysis, and prepare reports and proposals.  The Energy Engineer will perform site-specific engineering analysis and evaluation of energy efficiency and solar projects involving residential, commercial and industrial end-use customers

The creation of a direct linkage between solar programs and energy efficiency will be a key priority. The Energy Engineer will provide seamless efficiency services to ERC participants, solar customers and CSI program applicants, inserting efficiency effectively into the mix during an important energy-related transaction.  This will require active facilitation and follow-up, including verification of installed measures.

The Energy Engineer will perform building energy use assessments and building simulations using software packages such as eQuest, DOE2.2, and EnergyPro and conduct end-use metering for HVAC, lighting and other major equipment. The Energy Engineer will provide technical support in the development and implementation of regional energy programs and develop relationships with facility managers from local businesses and public agencies.Essential Functions and responsibilities

1. Energy Usage and Cost Analysis.  Provide analysis on building energy utilities including electricity, fossil fuels and renewable sources.  Develop load profiles, historical usage patterns by building function and system and unit costs.  Provide comparisons with benchmark data and industry standards.  Prepare written reports with analysis and recommendations.

2. Energy Conservation Measure (ECM) Development.  Identify, analyze and recommend energy conservation measures for facility HVAC, lighting, controls, process and building envelope components.  Provide written reports for use in implementing ECM’s including energy, financial, regulatory, performance and scheduling parameters.

3. Customer Technical Assistance.  Provide consulting services to customers to facilitate both the short term and long term planning and implementation of public goods energy programs.  Develop and maintain a technical resource list available to the public.

4. CCSE Technical Assistance.  Assist and support CCSE program and project managers in the technical aspects of energy programs and policy development.  Help identify potential customers for implementation of new technologies.  Provide customer project installation inspections for compliance with CCSE program requirements.

5. Auditing.  Perform walk-through to investment grade auditing of commercial and industrial facilities as part of CCSE programs.  Provide independent guidelines and recommendations in the best interest of the customer.

6. Strategic Planning.  Develop expert knowledge of emerging energy technologies for incorporation into CCSE strategic planning.

7. Program Support.  Provide program technical support.  Effectively communicate with interested parties and programs participants, and provide technical assistance as requested. 

8. Energy Program Development.  Provide SDREO staff technical support to design new energy programs including but not limited to incentive programs for energy efficiency and distributed generation, educational programs, and technical assistance programs.

9. Other.  Perform other duties as required.

 

 Essential Knowledge, Skills and Abilities

 

Knowledge of:

· Diversified, fundamental scientific, and energy engineering concepts, phenomena and relationships.

· The applicability of established energy engineering principles, methods and techniques.

· Advanced mathematical techniques, such as trigonometry, calculus, and coordinate geometry.

 

Ability to:

· Apply knowledge to theoretical and practical energy engineering problems with versatility, judgment, and perception.

· Adapt principles, methods, and techniques of related professional disciplines (mechanical/electrical).

· Organize, analyze, interpret, and evaluate scientific energy engineering problems and provide practical, cost effective solutions.

· Keep abreast of changes in scientific knowledge and engineering technology and utilize such changes in solution of theoretical or practical energy engineering problems.

· Communicate orally in the English language with customers, co-workers, contractors and the public in face-to-face one-on-one settings, in group settings, or using a telephone.

· Observe or monitor objects or data to determine compliance with prescribed operating or safety standards.

· Use graphic instructions such as blueprints, schematic drawings, layouts or other visual aids.

· Monitor energy use using specialized instruments.

· Use a personal computer, engineering applications, and data management software in performing duties.

· Produce written documents with clearly organized thoughts using proper English sentence construction, punctuation, and grammar.

· Work safely without presenting a direct threat to self or others.

· Review and evaluate the work of others for thoroughness and accuracy.

· Climb ladders, enter equipment rooms, and traverse rooftops to conduct energy audits.

· Comprehend and make inferences from written material in the English language.

 

Technical

· In depth knowledge of building systems, HVAC, energy efficiency technologies, green building and high performance design

· Academic and/or professional experience displaying a strong interest in sustainability and green building

· Experience with energy modeling applications or spreadsheet-based analysis techniques is a strong plus

· Understanding of marketing strategy and market analysis techniques is a strong plus

· Excellent oral and written communications skills

· Team-oriented, hands-on, highly skilled, adaptive, and client-focused

 

Administrative

· Strong interpersonal, communication, and organizational skills.  Excellent oral and written communication skills

· Previous experience in the design of building systems including HVAC, lighting and process development and implementation of energy efficiency and distributed-generation projects.

· Previous report writing, engineering project management and six years of progressively responsible experience in a similar field all a plus

· Knowledge of public goods energy-efficiency programs and emerging energy technologies desired. 

· Registration as a Professional Engineer, Engineer-in-Training (EIT), and/or Certified Energy Manager (CEM) is desired.

· Ability to learn complex procedures and policies quickly and to implement these procedures in a flexible manner.

· Ability to understand the roles and responsibilities of others and to assess accurately the nature of the relationships within and external to the project.

· Ability to assess ambiguous situations and provide creative and workable solution to unforeseen problems.

· Working knowledge of community resources; ability to communicate clearly with diverse audiences.

· Ability to assure project compliance with program goals, policies and procedures. Skill in developing contingency plans to address changing program needs.

· Ability to prepare weekly, monthly, annual and end of project reports as required by CCSE, funding agency and other interested bodies. Ensure that all reports are highly accurate, comprehensive, well documented and will ensure the credibility of the program.

· Must be able to handle multiple projects simultaneously within stringent time constraints

· Ability to learn, interpret and apply policies, procedures, and resolutions.

· Requires discretion and independent judgment

· Must be able to maintain a good working relationship with all co-workers, stakeholders and clients.

· Knowledge of CCSE Programs

· Knowledge of CPUC energy efficiency program delivery

· Prior experience working with public agencies

 

Education and/or Experience

 

Bachelors an Engineering discipline.  Masters a plus.  Three to ten years related experience or training or equivalent combination of education and experience.  Three to five years of facility-related engineering experience.  Two to five  years of experience within the green building, energy efficiency, building science, or related field.  Proven ability to independently perform investment grade audits of commercial/industrial facilities. 

 

Computer and/or Technical Skills

 

Demonstrated high-level of abilities of various computer software programs and fluency in using standard office software packages such as MS Office: Access, Excel, Word, PowerPoint and Outlook. 

License, Certificates or Registrations

 

Valid California Drivers License; insurable in the State of California.  Must own a licensed and registered vehicle and be willing to use it for work-related purposes.

· Some positions require the use of personal or CCSE vehicles on CCSE business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license, and have an acceptable driving record. Use of a personal vehicle for CCSE business will be prohibited if the employee is not authorized to drive a CCSE vehicle or if the employee does not have personal insurance coverage.

· Some positions will require the performance of other essential and marginal functions depending upon work location, assignment, or shift.
