Lead Engineer/Project Manager - Contract Sourcing

Job Responsibilities:



Lead the development of various contract strategies associated with major gas contract procurements through the integration of Investment Planning, Gas Construction, Gas Field Operations and Purchasing into a high performing project team. Interface with the USGDx Operating Directors and Managers to develop both short and long-term contract strategies that ensure the effective implementation of the work plan and minimizes the cost of doing business.



Serve as the USGDx focal point/Interface with Purchasing on key sourcing events. Lead cross functional team establishing contract initiatives resulting in the development of both project specific or blanket contract specifications. Responsible for the development of contract language governing scope, schedule, units of work, payments and other administrative items. Lead the bid model development effort working with engineering and operating personnel in developing accurate forecasts, taking into account historical volumes of work completed, work plan inputs, as well as, other external inputs. (Sales & Marketing plans, Public Works improvement budget, etc.) Assist Purchasing and the Investment Planning organization in bid analyses and evaluation. Provide consistency in contract/billing dispute resolution. Assist Director/Manager in review, evaluation and negotiation of scope changes and claims of extra work. Annual contracted volume is expected to range from $75 to 125M. Responsible for reviewing contract utilization for compliance with bid specifications and business process improvement initiatives.





Job Qualifications:



Bachelor’s Degree in Engineering or Business preferred, along with 5 years of field operations, construction and/or maintenance experience. Knowledge of contracts, scheduling, cost control techniques and corporate systems. Must have strong organizational, interpersonal, oral and written communication skills. Must be able to motivate, develop, respect and guide cross functional team, in a matrix work environment to accomplish objectives.
