Job Purpose:  Responsible for ensuring revenue recovery by attaining regulatory approval of the rates billed to customers. Serve as expert Company witness in support of various proposals before the NY PSC.  Coordinate communication between the Company and the PSC.  Respond to PSC requests for comments, administer tariffs, respond to interrogatories, and submit compliance filings as needed.

 

Key Accountabilities:Direct and manage activities and assist in training and development of analysts. Serve as company witness and support other company witnesses in rate cases; coordinate with Accounting and Legal to prepare testimony in support of revenue adjustments. Oversee or perform embedded and marginal cost of service studies. Prepare accurate responses to interrogatories in a timely manner. Responsible for obtaining approval of numerous routine regulatory filings.  In many cases, the witness is responsible for submitting pre-filed testimony, responding to numerous interrogatories and testifying at hearings. Responsible for monthly pricing of dual-fuel customers. Develop or direct the development of studies and analyses to support new rate and/or service offerings, and changes to and periodic updates of existing tariffs and terms and conditions for service, including but not limited to developing rate and tariff initiatives to support Sales & Marketing. Prepare or direct the preparation of regulatory reports in accordance with mandatory state and federal reporting requirements. Provide tariff interpretations to Company personnel as required Respond to requests for information from senior management, regulators, customers and other internal and external parties related to tariff filings and tariff administration. Communicate information regarding regulatory directives and rate and tariff implementation issues to numerous departments, including working closely with Information Technology and Customer Billing to ensure the proper implementation of new rates. Provide data, ad hoc analyses and analytical support to other departments, as requested. Responsible for the maintenance and administration of rate tariffs and regulatory filings. Responsible for obtaining approval of numerous regulatory filings.

 

Qualifications Required:Bachelor’s degree with a minimum of seven years experience; Master’s degree desired. Extensive knowledge in natural gas supply or in the areas of finance, forecasting, or accounting. Extensive knowledge of state regulations. Strong written and oral communication skills. Proficient in collecting and analyzing complex data, evaluating information and drawing logical conclusion.
