Manager of Land Development Programs

Loudoun Water (Loudoun County Sanitation Authority) is a public utility, headquartered in Ashburn, VA, in one of the fastest growing counties in the United States.  We are a modern, progressive public utility, with a vision for the future.  Supported wholly by customer revenue, we are independent of government.  Loudoun Water offers competitive compensation packages in exchange for strong leadership and initiative.  Our engineering division is looking for top managers to lead our Utility Master Planning and Land Development programs.  These positions are very different in scope but will succeed through strategic collaboration.  Reporting to the Director of Engineering, these managers will encourage an entrepreneurial spirit through ownership, pride and a can-do attitude.

 

Successful candidates will be outstanding communicators with proven expertise to develop and mentor staff; have demonstrated experience to develop and maintain project management processes and ensure proper procedures are followed; provide appropriate oversight to ensure that adequate resources are available to perform and execute; evaluate performance of staff; and manage expenses and budget; develop program goals, and interpret results.

 

Technical expertise required:

Manager of Land Development Programs includes:

design review and construction administration of developer-contributed capital projects; development and enforcement of standards for pipeline utilities and appurtenances; advanced and specialized civil and sanitary engineering principles; and ability to interpret and provide technical guidance on land use planning, legislation and policy; and develop and maintain outreach to our development community.

 

Manager of Utility Master Planning Programs includes:

water and sewer system modeling; demand projections; mastery level knowledge of system operational/design criteria and strategic utility master plans and area facility plans; and lead public presentations and interface with various government agencies.

 

Qualifications:

BS degree in civil engineering, Active licensure as a Professional Engineer in the Commonwealth of VA (reciprocity accepted) and a minimum of ten years progressive experience in management, preferably in a civil engineering specialty.
