The Manager, IT (Commercial Applications) analyzes specific business areas, makes recommendations and participates in the definition, development and implementation of business and technology projects to meet current and long-range goals.
RESPONSIBILITIES:
* Assists business units in meeting value drivers.
* Addresses critical issues contributing to problems or delays on projects.
* Identifies stakeholders’ expectations and ensures that projects will meet those expectations.
* Assists project team in identifying, characterizing and quantifying risks to project success and discusses appropriate risk mitigation and management methods.
* Reviews IT strategic plans submitted by all business units to obtain agreement on scope, challenge assumptions and estimates, ensure personnel allocated appropriately and ensure proper scheduling of resources and costs.
* Provides management with reports, metrics, tools, etc. that illustrate the status of each project.
* Assists CIO and IT business unit directors with company-wide prioritization of projects and allocation of IT resources.
* Provides training and coaching to build and further develop core IT project management competencies.
* Advocates project management to all the business units including educating and selling business units on the value gained through the use of consistent delivery of well executed projects.
* Leads tactical execution of analysis, design, development, testing and deployment phases of information systems projects.
* Manages a team of systems analysts to analyze business processes, identify and document technical requirements and translate stakeholder needs into software requirement specifications.
* Designs and codes screen layouts, graphical user interfaces, reports, system interfaces and data mapping.
* Debugs code, develops test scenarios, as well as executes unit, system, regression and performance testing to ensure accuracy of new and modified systems.
* Participates in the development of training materials for users of new systems.
* Keeps applications at current release level by initiating, planning and managing application upgrades throughout the system lifecycle.
* Reviews, analyzes and modifies application software to increase processing efficiency.
* Assists in incident and problem management processes by performing root cause analysis to identify processing problems, implement corrective action and communicate resolution to end users and stakeholders.
* Develops and maintains system documentation including process maps, data flows, infrastructure diagrams, as well as installation and configuration procedures.
* Performs system capacity and availability studies, analyzes current and future business needs and then develops and implements system roadmaps to achieve a stable and reliable computer environment.
* Develops, maintains and tests disaster recovery plans.
* Monitors system performance to identify services provided outside of defined service levels, analyzes root cause of SLA exception, determines appropriate resolution, implements corrective action steps and regularly communicates service level metrics to the IT leadership team and process stakeholders.
REQUIREMENTS:
* Bachelor’s degree in computer science, computer engineering or a related field.
* At least six years of experience as an IT practitioner, with at least two years of application management experience including planning, installation, configuration and implementation of enterprise-wide, server-based computing environments.
* Ability to create software and system architectures for distributed applications in a high transaction environment.
* Ability to supervise and train staff, including organizing, prioritizing and scheduling work assignments.
* Ability to coordinate with multiple groups across business functions and management levels.
* Ability to design and debug complex SQL including stored procedures and database triggers.
* Self motivated, with the ability to work with little definition and without supervision while multi-tasking across a number of projects and initiatives.
* Strong communication skills and demonstrated ability to work in a team environment.
* Deep experience with Microsoft development tools and databases, including SQL Server, VB / VB.net, and ASP / ASP.net.
* Excellent skill level using common MS office tools as well as source code tools such as Visual Studio Team System (VSTS).
* Skill in budget preparation and fiscal management
* Master’s degree in a related field and/or energy experience preferred.
* Experience with a gas utility, gas industry or PUC preferred.
* Familiarity with customer information systems and gas production monitoring and tracking systems preferred.
* Familiarity with Oracle 9i and 10g databases preferred.
* Working knowledge of Java/JavaScript and Crystal Reports preferred.
