Rate Analyst
Park Water Company (PWC), is seeking qualified candidates to interview for one Rate Analyst Position (level TBD). JOB SUMMARY
Performs analyses; conducts research; and prepares budgets, testimony, work papers and exhibits used to develop and obtain regulatory approval to modify existing charges or tariffs.
ESSENTIAL JOB FUNCTIONS
Responsibilities may include, but are not limited to, the following: Prepares spreadsheets, reports, testimony, exhibits used to obtain regulatory approval to modify water rates and services.Compiles, reviews, and analyzes a variety of data including financial records.Performs account analysis and reconciliation using accounting records.Performs data gathering, often of a confidential nature, of Company specific performance measures from a variety of sources.Prepares, monitors, and maintains records of regulatory accounts.Prepares and reviews budget estimates.Prepares calculations of remaining life depreciation rates.Prepares responses to requests for information from Company’s regulators.Works with cross-functional teams to develop strategies for regulatory proceedings.Provides presentations to Senior Management on complex issues.Represents Company with regulatory agencies, auditors, other utilities and customers as required.Performs various other duties in accordance with Company policies as may be assigned by the Director of Revenue Requirements and Designated Staff.
JOB SPECIFICATIONSExperience with utility regulation is desirable, and more particularly in the principals of water rates.Have a minimum of 3-5 years of progressive experience in complex and detailed account analysis and computations.Must have a Bachelor’s Degree in Accounting, Engineering, Economics, Mathematics, Finance or related field.Other combinations of education and experience, which could provide the knowledge, skills, and abilities listed, will be evaluated on an individual basis.Must be results orientated with a high degree of initiative and have the ability to interface, build relationships, make presentations and communicate with peers and all levels of management.Must have the ability to maintain confidentiality and professional manner.Must have the ability to prioritize and organize multiple assignments with limited time constraints and changing requirements.Have adequate verbal and written skills to communicate in English with others including internal and external customers.Possess superior interpersonal skills. Able to interact and communicate in a positive and constructive manner. Maintain effective and cooperative working relationships with those contacted in the course of work. This includes, but is not limited to, those to whom the position reports to, supervisors, coworkers, PUC Staff, auditors, public, vendors, etc.Must have experience and proficient personal computers knowledge and have a strong working knowledge of various software applications including Word, Excel and Access.Be able to travel for business as this job may require travel to the California Public Utilities Commission in San Francisco.Must possess a valid California Class C driver license and an acceptable driving record.Able to follow Company rules and procedures and also directions from a Supervisor.Must meet established goals and deadlines with minimal supervision. Must be able to exercise independent judgment, discretion, finesse, and tact in all areas of work including matters of a sensitive and/or confidential manner. Must be able to take direction, be a self-starter, self-motivated, organized, multi-task oriented, and be able to work with others, independently and responsibly.Must demonstrate a highly-developed sense of responsibility.
PHYSICAL REQUIREMENTS
Must be able to do the following:Possess adequate or corrected vision and hearing to perform the essential job functions. Vision correctable to read small print and look at computer monitor for long periods of time. Hearing and speaking ability to understand verbal instructions, ask questions, provide direction, and attend meetings.Possess adequate manual dexterity to operate calculators, typewriters, and personal computers at an efficient rate of speed.Ability to bend forward and downward to retrieve files and equipment.Must be able to bend from sitting and standing position and lift up to twenty (20) pounds.Be able to sit for long periods of time, using a computer terminal.Drive, get in, and exit Company vehicles.The successful candidate must pass a background check including criminal records and a post-offer pre-employment physical and drug screen.
THE COMPANY
PWC was incorporated on December 15, 1937, is an investor-owned public water utility. PWC’s Central Basin Division and corporate offices are located in Downey, California. The Central Basin Division’s service area includes portions of Bellflower, Norwalk, Santa Fe Springs, Artesia, Compton, Lynwood, and unincorporated south Los Angeles County. Ninety percent of the Division’s supply is imported water purchased from the Central Basin Municipal Water District (CBMWD). The balance of supply is provided by 13 groundwater wells.
