SHIFT SENIOR POWER SYSTEM OPERATOR

Position Purpose:
To provide training, technical oversight and guidance to the Power System Operators regarding operation, control and monitoring tasks and responsibilities of the SMUD Balancing Authority and Transmission Operations, and District s generation, transmission, and gas pipeline systems and associated facilities under the direct supervision of the Supervisor, Power System Operations. This position is responsible and has the authority to support real-time actions to ensure the stable and reliable operation of the SMUD Balancing Authority and its interconnected operating entities bulk electric system.
Essential Functions:
1. Responsible for complying with all applicable NERC and WECC reliability standards.
2. Adheres to FERC Standards of Conduct
3. Provides support, directs, and implements training to the Power System Operators in the operation, control, and monitoring tasks and responsibilities of the SMUD Balancing Authority and Transmission Operations, and District's generation, transmission and gas pipeline systems.
4. Provides real time support to the Power System Operators by interpreting and executing District policies and procedures.
5. Performs analysis of system operating configuration, data requirements, and performance characteristics to serve as the basis for providing written operating procedures and guidelines.
6. Coordinates, implements, and plans outage coordination tasks and responsibilities associated with SMUD Balancing Authority and Transmission Operations, and District's generation, transmission and gas pipeline facilities, including outage coordination with interconnected entities. Prepare switching programs, analyze, train and oversee switching programs to insure that District and Industry accepted clearance and safety procedures are followed.
7. Provides technical input to improve SMUD Balancing Authority and Transmission Operations, and District generation, transmission and gas pipeline systems by performing complex analysis to support technical planning activities.
8. Provides back up and maintains skills and knowledge to the rotating shift Power System Operators, assuming the Power System Operators duties in his/her absence, assuming responsibility to fill rotating shift responsibilities in absence of rotating shift Power System Operators in order to cover emergency relief, sick leave, and vacations as required
9. As a NERC CE Provider develops, implements, monitors and evaluates NERC continuous education training programs for electric operations staff, and DOT gas pipeline training for operations staff by providing on-the-job and formal class room training, implement, provide, and maintain training records; ensuring the progress of employees in training; providing on-the-job feedback and guidance as necessary; and coordinating work scheduling to accommodate necessary training activities.
10. Contributes to the effective management of the department by participating in the development of new SOPs. Maintains accurate logs of system configuration and operations; producing accurate and timely reports; and providing management reporting of unusual situations or operations.
11. Ensures that electric system loads are appropriate for lines, equipment and substation handling by collaborating with power system assessment; directing proper load configuration for lines and equipment to minimize overloading; overseeing monitoring of loads on all substations, including checking of load reports; directing the preparation of switching orders to prevent overloaded lines and equipment; and working closely with system protection engineers to develop innovative solutions to assure optimum system integrity and adequate protective relays and controls.
12. Provides input to and participates in activities associated with upgrade of the Energy Management System to support system operation requirements by assisting with development of one-line diagrams, logs and data displays and sharing feedback on the system as a user/operator.
13. Maintains positive relationships with Distribution Systems Operations, and other District departments, and with other utilities to coordinate responsible activities and ensure resolution of operating system problems or disputes.
14. System Operators are responsible to comply with existing NERC & WECC Reliability Standards, DOT, and other Regulatory Operating Policies and Procedures.
15. The following personnel are subject to the System Operator's responsibility and authority to implement real-time actions that ensures the stable and reliable operation of the Bulk Transmission and Substation Systems as follows: Distribution System Operators, Troubleshooters, Electrical Technicians, Transmission, System Protection, Substation, Plant, and Real-time Scheduling personnel.
16. This position has the responsibilities and authorities as a Transmission Operator and Balancing Authority during normal operating conditions, the System Operator has the authority direct timely and appropriate real-time actions without obtaining approval from higher level personnel within the System Operator s own Operating Authority.
17. This position has the responsibilities and authorities as a Transmission Operator and Balancing Authority during emergency conditions the System Operator has the authority to direct timely and appropriate real-time actions, up to and including shedding of firm load to prevent or alleviate System Operating Limit violations. These actions are performed without obtaining approval from higher-level personnel within the System Operators own Operating Authority.
18. Maintains NERC Certification through the NERC continuing education process.
[Experience:] 10 or more years of progressively responsible relevant work experience in electric and gas utility operations with at least 5 years as a power system operator in a generation and transmission utility.
