Senior Procurement Specialist
Exelon is currently seeking a Senior Procurement Specialist Lincoln Center, Oakbrook, IL. PRIMARY PURPOSE OF POSITION Procurement professional responsible for the purchase of material and services in accordance with company guidelines and legal requirements to support the needs of the Supply Chain, Engineering, and Operations. Support corporate quality and cost objectives by developing and implementing sourcing strategies by ensuring the total cost of materials and services purchased have considerable value and minimal risk. Manage all internal and external stakeholders to ensure that all customer/supplier expectations are understood and the correct material/service is delivered to the right place, at the right time, and for the right price. Manage all phases of negotiations with Suppliers as necessary on new and existing orders to ensure that all active purchase orders are complete and accurate at all times reflecting the latest requirements and Terms and Conditions. Identifies opportunities to correct process breakdowns and implements improvements Supports an environment that fosters a high performance culture and a learning organization. Participates in activities for promoting diversity, both in the workplace and in the supplier base. Seeks feedback on performance and opportunities for continuous improvement. PRIMARY DUTIES AND ACCOUNTABILITIES Manage, monitor and control purchase orders, long-term agreements/contracts and one time buys involving highly engineered material and/or complex services specifications, complex pricing, supplier incentives/penalties, inventory requirements and delivery/payment/general terms and conditions in a manner that ensures all requirements and special terms and conditions are met and risk to Exelon is minimized. This includes reviewing material requirements, and processing requisitions, Expedite critical orders/material as needed, identify and correct invoicing disputes. Act as delegate for category manager as needed. Central repository for Contract Administration function at each location for Contracts/Purchase Orders with unclear owners. Serve as lead with stakeholders to ensure all Customer and Supplier needs are understood and addressed including Engineered Specifications, Terms and Conditions enforcement, and sourcing strategies to facilitate the contracted deliverables. Partner with new and established sources to realize cost savings, inventory reduction activities, vendor managed inventory, vendor owned inventory and other supply chain initiatives. Streamline the Purchasing process and reduce costs through the promotion of P-card, EDI, and other e-business initiatives. Provide transactional support for category managers and identify opportunities to improve efficiencies and customer service. Manage the selection of suppliers, bid requests, quotation evaluations, final supplier selection, and negotiate commercial terms and pricing as a member of multi-disciplined procurement teams. Manage emergent supplier relationships, assist in the development of supplier performance metrics on an ongoing basis using a supplier performance monitoring system. Update current monitoring system information as necessary, visit key suppliers as needed and participate in long-range supplier alliance meetings. Actively participate on change management, commodity strategy and procurement teams representing material availability to ensure compliance to Supply Chain Management operational goals. POSITION SPECIFICATIONS Minimum: Bachelor's Degree in business, engineering, science or related field. Three to five (3-5) years of related experience. Support the Business Units' Emergency Response activities as assigned. Excellent communicator, written and oral, with strengths in organization, planning and negotiation skills. Strong analytical skills with respect to total cost of procurement versus unit cost. Strong negotiation and leadership skills. Demonstrated commitment to customer service/support and client orientation and 'sense of urgency'. Knowledge of corporate and department practices and procedures, contract law, UCC, government regulations, market pricing and risk analysis. Understanding of commodities, suppliers, market alignments and supply concepts and technical and non-technical clients. Demonstrated mainframe and PC knowledge and experience including Passport, Microsoft products (Excel, Access, Power Point, MS Project, etc.). Ability to manage multiple concurrent objectives, projects or activities and the initiative and work independently under limited direction. Preferred: Purchasing Management Certificate or CPM. Graduate degree preferred. POSITION SCOPE Responsible for managing complex, high dollar purchasing activities. Based on the magnitude of responsibility this job requires an experienced, independent, self-motivated, self-managed individual with the ability to make pro-active decisions to ensure that all material requirements are met. This job is directly responsible for the supply of materials and services and to support category managers. This involves the routine interaction with senior operations management and senior supply personnel to ensure accurate and timely delivery of materials and services. Address unacceptable performance, warranty claims, invoicing issues, and disputes having to do with technical and commercial issues. This job also supports the Strategic Sourcing team and their objectives which includes, but is not limited to: alliance partnerships to ensure consistent quality of material and timely delivery, price savings, resolving problems for internal customers, and overall supply chain improvements. This position supports these objectives by maintaining ongoing communications with Suppliers in order to ensure suppliers performance and their subsequent impact on the Exelon system. Develop and maintain a qualified supplier pool through research of alternative suppliers, vendor visits, and combination of technical evaluations and performance of commercial evaluations. Lead and conduct negotiations with supplier as necessary (both in support of Category Managers and independently) on new procurements or changes to existing purchasing agreements/orders. Must be able to facilitate meetings with Suppliers to introduce new products and/or services that add value to internal customers by introducing the latest in leading edge technologies. The successful performance of this role involves interaction across the organizations that impact supply management components such as: design, planning and the implementation of jobs/projects.
