Senior Rate Specialist (Energy Procurement) Job Summary: Develops key aspects of short-term and long-term regulatory strategies for the creation of new Electric & Gas rates, pricing policies and strategies to derive maximum value from the implementation of existing tariffs rules, rates and regulations. Actively participates in rate-related regulatory proceedings. Job Duties:·  Manages projects that include the development of recommendations to senior management on potential short-term and long-term regulatory strategies designed to maximize profitability. Key accountability is the design, implementation and execution of a generation procurement process for default service for PECO. ·  Conducts complex financial analyses that requires the identification of key value drivers, variables, and creation of financial models to evaluate new rate designs and pricing strategies.  ·  Develops, recommends and files new rates and revisions to Electric and Gas tariffs including the creation of new cost recovery mechanisms, formulating new tariff designs and revising tariff application policies.  ·  Participates in cross-functional project teams in preparation of business case analysis and presentations to senior management, ensuring regulatory aspects are fully addressed. ·  Provides expert testimony at litigated PaPUC proceedings concerning Electric and Gas Ratemaking issues.  ·  Represents PECO Energy in interactions with PaPUC bureaus and to other outside organizations regarding regulatory, rate and tariff issues.    Job Requirements:1. Bachelor Degree in Engineering, Technology or Business with concentration in Accounting, Economics or Finance.2. MBA and/or graduate level courses in accounting, management or finance, or a minimum of five years relevant regulatory experience.3. Experience: power trading; PJM markets; knowledge of various wholesale products that may be included in the procurement process including full requirements products, block energy products, spot and other hedging instruments; 4.  Demonstrated project management capability to lead a cross functional team developing the procurement process; supervision of consultants; ability to work with various external stakeholders5.  Demonstrated knowledge of PUC regulations and relevant statutory provisions.6.Proven strategic planning skills. 7.Demonstrated business acumen and ability to create value. 8.Expert financial, mathematical and analytical skills. 9.Ability to manage multiple concurrent objectives, projects and activities while maintaining proper focus on major tactical and strategic initiatives. 10.Ability to perform under pressure and/or opposition.  11.Generally the job is performed at 2301 Market Street, Philadelphia in a typical office environment with routine travel to Harrisburg, Pennsylvania.
