They analyze, facilitate, model and organize processes and information in order to elicit requirements, reconcile conflicts, and marry solution ideas with business needs. The Level III Technical Business Analyst is a position requiring at least 10 years of demonstrated analyst experience using modeling languages, technical product life cycle concepts and requirements engineering, among other applied skills and knowledge. The Technical Business Analyst is a supplemental labor position and the candidate is not an employee of BPA or of the United States Government. The candidate is subject to all federal laws, contract requirements, security policies and procedures while performing his or her work on site at BPA. The candidate will not have any supervisory authority over federal employees.The Technical Business Analyst must possess the skills required to perform the work assigned (i.e., the “know-how” when reporting to work). Bonneville Power Administration (BPA) is not responsible for training or directing the candidate on how to perform the work, and the candidate is responsible for delivering the “know-how” within the workplace requirements, policies, rules, regulations, federal law and the timeline requested.For security purposes, the Technical Business Analyst may not bring his or her personal computer on site at BPA. In addition, he or she may not bring on site and transfer to any flash memory device or any other media any BPA data, files, or images. The Technical Business Analyst contractor carries out work requirements which may require advanced permissions allowing exposure and access to sensitive data and information so confidentiality is paramount.Skill Requirements:Knowledge of and skill in applying· Technical interviewing skills in the Information Technology environment· Functional/process interviewing skills in the business environment· Communication skills including facilitation, negotiation and conflict resolution· Writing skills and the ability to present information in various forms such as textual, graphical and statistical· Modeling of processes, requirements, verification of deliverables· Requirements Engineering and software development life cycles· Familiarity with the IEEE Software Development standards or equivalent· Ability to develop canonical attribution and perform normalization of concepts. Sufficient to:· Communicate with a wide variety of technical and business experts in both individual and group settings.· Lead requirements elicitation workshops and present findings· Decompose high-level information into details and abstract up from low-level information to resolve solution vs. requirements conflicts· Negotiate priorities and resolve requirement conflicts among various stakeholders· Distinguish key interactions and connectives among enterprise server-client technical solutions involving hardware, networks, security and applicationsAdditional Skills Desired:Knowledge of and skill in applying· Agile Software Development methods and tools· Microsoft Office suite of productsSufficient to:· Use Agile Modeling to model and document software-based systems.· Create Word documents, Excel spreadsheets, Power Point presentations, Visio flowcharts and MS Project input. Location for on-call and backup support may be at BPA facilities or off-site. Required to carry a BPA supplied cell phone/pager and work non-core hours when requested.
