Transmission Siting Engineer
This position will support FirstEnergy’s efforts to site new transmission facilities, by developing transmission line route siting studies, transmission substation siting studies, and associated regulatory filings. For smaller and simpler projects, this position will conduct and prepare the necessary studies and regulatory filings. For larger and more complex projects, this position will coordinate, review and provide technical guidance to outside firms preparing the necessary studies and regulatory filings.
This position will coordinate the activities listed above with the activities of transmission and substation engineers and designers, the Legal Department, the Real Estate Department, Environmental Services Department, Public Communications, Regional Organizations, Area Managers and the Project Management Department. This position will also coordinate, track and monitor the implementation of any regulatory required conditions for construction of the project. The overall process will ensure that the required transmission siting regulatory approvals are diligently pursued.
This position will involve extensive communications with the staff of regulatory agencies and presentations to elected officials and the general public over a multi-state area. Occasional over-night travel, with periodic multiple over-night travel, is required. Some presentations may be to audiences strongly opposed to the proposed project. This position will also prepare budget estimates for proposed transmission siting projects, and develop and monitor schedules for the completion of transmission siting processes to support the in-service dates of the proposed transmission projects.

1. Conduct and complete multiple transmission facilities siting projects in a timely cost efficient manner.
2. Implement siting practices, and provide recommendations for constructive improvements as needed to enhance efficiency, encourage innovation and adapt to changing regulatory requirements.
3. Develop alliances with consultants to assure contracted work meets our requirements and is completed in a timely manner as needed.
4. Develop and maintain technical specifications and standards for transmission siting processes.
5. Develop and maintain professional and technical knowledge and understanding associated with siting techniques, regulatory permits, computer software, and both internal and industry wide practices.
6. Implement FirstEnergy’s safety practices and policies.
KNOWLEDGE
- Ideal candidates will have professional certification and the ability to obtain similar certification in New Jersey, Pennsylvania or Ohio, and five or more years experience in siting transmission facilities and the associated preparation of regulatory filings and working with regulatory agencies.
-· Acceptable candidates will have a Bachelor degree in civil, electrical, or environmental engineering, land use planning or a closely related environmental field of study.
- Acceptable candidates will have five or more years experience in the engineering design of transmission facilities, or in land use planning, or in the preparation of regulatory filings for a broad range of linear and site specific facilities involving multiple regulatory permits.
- Preference will be given to candidates who possess some of the following skills, training or work experience:
- New Jersey, Ohio, or Pennsylvania transmission siting and regulatory requirements, including transmission line route siting studies, transmission substation siting studies, transmission regulatory filings.
- Preparation of regulatory filings for a broad range of linear and site specific facilities involving multiple regulatory permits.
- Environmental studies, environmental regulatory filings, public involvement programs and project management of controversial projects and related areas of responsibility is a plus.
- Engineering design of transmission facilities.
- Design and implementation of Best Management Practices for stormwater and erosion control on construction projects.
- Land use planning.
- Engineering design of distribution facilities.
- Certification to conduct wetland delineations, or the ability to obtain such certification.
- General knowledge of electrical utility transmission and distribution system design, operational requirements, safety and customer requirements.
- Effective project management practices, effective planning and budgeting
- Familiarity with GIS systems, AutoCAD and PLSCAD.
SKILLS
· Working knowledge of Microsoft Office products.
· Ability to create and deliver presentations to a variety of constituents.
