Duties will include: - Plans, organizes, and directs the operation, maintenance modification, and improvement of one or more water and/or wastewater treatment plants and appurtenant facilities- Analyzes operational process control procedures, maintenance procedures, and institutes changes when necessary to achieve full compliance with all regulatory agency water quality and solids disposal requirements as defined in the service contract with the client- Responsible for accurate operational records and prepares reports required by the client, all regulatory agencies, and Project Manager- Communicates effectively, both written and verbally, with supervisors and subordinates- Administers and monitors operational budgets to attain financial objectives- Establishes and monitors objectives for subordinate salaried personnel and performance objectives for treatment plants within his or her responsibility- Maintains technical operational skills at the highest level and remains informed of the latest developments in the field- Establishes cooperative relationships with subordinates, vendors, contractors, and all others contacted during work assignments- Assumes responsibility of Project Manager in his absence- Responsible for the administration and technical support of one or more treatment plants- Exercises direct authority over all facilities' functions and personnel in accordance with approved policies and procedures- Inspects facilities, analyzes and evaluates O&M functions, reviews records and data, interviews and selects new O&M personnel, initiates or recommends new or improved O&M methods or practices- Develops plans and procedures to ensure that facilities operate within permit limits as an integrated system- Recommends additions or improvements to the treatment facilities and analyzes their cost effectiveness- Prepares monthly reports of O&M and compliance for the client as well as all regulatory agencies and prepares, reviews, and approves operations reports and budget requests from subordinate departments- Assists in the preparation of specifications for major equipment and material purchases- Performs personnel evaluations and initiates personnel actions such as hiring, terminations, promotions, etc.- Maintains effective communications and working relationships with employees, the client, consultants, and the general publicMust be a US citizen to obtain and maintain Security Clearance.QualificationsQualified candidates will have ten years of experience in the operation or maintenance of water, wastewater or similar facilities. Three years experience in a supervisory role in related work. Must be proficient with Microsoft Office. In addition to the basic qualifications, the ideal candidate would meet the following preferred qualifications: Eleven or more years experience in the operation and maintenance of water or wastewater facilities, five of which must have been in a supervisory role. Certification as a Level 4 Water/wastewater operator in the state in which the facility is located California (a 1 year grace period to attain that certification). BS/BA in a related field preferred. A thorough understanding of the technical aspects of the particular water and wastewater treatment and distribution/collection facility and demonstrated interpersonal relations and personnel management skills. Must be able to lift up to 30 pound containers to shelves.
