Explore the opportunity of world-changing work available to you below.Job Description As a Program Business Manager (PBM) responsible for ensuring that JOINT VENTURE (JV) and the program activities are executed in accordance with the firms’ policies for due diligence, risk management, fiscal management, accounting, contracting, procurement, separation of duties, general business administration best practices, and are aligned with the requirements of the client contract. For task orders, contract amendments or change orders, the PBM should be actively engaged during the go/no-go phase, RFQ phase, binding-proposal phase, client contract negotiation, and project delivery phase to identify business risk and financial issues and ensure that the program manager is apprised of issues, and properly engaged during the various phases to proactively mitigate risks and maximize profit potential. The PBM will ensure that all program agreements, operational instructions and practices contain all necessary elements consistent with the corporate policies, best practices and the client contract. The PBM will participate in project reviews to assess operational compliance with policies, objectives of the client contract, best practices and report on financial metrics. The PBM will serve as the primary point of contact within the program team for assessment and mitigation of financial and contractual issues and resolution of administration questions. The PBM may also serve as Contracts Manager (PCM) for the program. KEY DUTIES:The following duties apply to this position: In conjunction with the Program Manager, create reports, track, monitor and report on Program financial activities and assist with meeting client reporting requirements Assist with development and negotiation of all prime contract and subcontract terms & conditions to facilitate risk management Review and manage submittal of all prime contracts and contract amendments Establish JV subcontracting, cash management, financial tracking and reporting practices, obtain sponsor and stakeholder buy-in Identify project execution actions that may give rise to conflicts with intent of JV agreement prime contract and subcontract agreements Monitor and guide all subcontracting, procurement and accounting activities Manage all project office expenditures, leases and agreements Monitor and guide cash flow, payables and receivables activity Track financials, prepare and present financial reports to the program manager and make appropriate recommendations to address financial performance issues Track contingencies, work distribution and recommend appropriate corrective actions consistent with program objectives and metrics Ensure proper business registration, licenses and permits are obtained and maintained Provide counsel and advice to the program manager on client contract issues, claims, risk mitigation, liability and closeout issues Communicate with the program manager on decisions/directives regarding financial, contractual and other administrative matters to appropriate parties and facilitate appropriate action Review program EACs and application of appropriate project controls to assess effectiveness of the programs ability to monitor, track, record, report and mitigate project variances Proactively engage the program manager and other key managers to facilitate mitigation of program performance issues Provide oversight, guidance and leadership to JV program accounting, contracts and procurement personnel assigned to the Program.QualificationsBS in Business or Finance and 5 years of directly applicable experience.Preferred qualifications include: MBA and 7 years of directly applicable experienceBenefits: Medical and Dental Plans Health Care and Dependent Care Flexible Spending Accounts Life and Accidental Death & Dismemberment Insurance Short Term and Long Term Disability Income 401(k) Plan with company match Employee Ownership Paid Time Off Program Flexible Work Scheduling Business Casual Dress Learning and Development Opportunities Tuition ReimbursementEmployee Assistance Program Voluntary Auto and Homeowners InsuranceCompany Profile:Employee-owned CH2M HILL is a global leader in engineering, procurement, construction and operations for public and private clients.
