CONSTRUCTION MANAGER
SUMMARY: This position involves managing complex environmental remediation construction projects from planning stages through completion. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned. Candidate will supervise all on-site construction, including scheduling subcontractors, resolving day-to-day problems on the job site, and inspecting all work during construction to ensure compliance with plans and specifications. Responsibilities include obtaining permits and ordering materials, and coordinating with the Project Manager on technical, budget, and schedule issues. Candidate will manage or perform investigation, engineering design, and construction tasks in accordance with RCRA, CERCLA, CWA, and other appropriate state and federal regulations. The successful candidate will also develop conceptual designs and treatability study work plans; support feasibility studies and corrective measures studies to select preferred alternative; perform conceptual and detailed design; assist in the development of budgetary and detailed engineering and construction cost estimates; prepare construction specifications; provide technical review and technical guidance on engineering, design, and construction projects; and manage, prepare, and oversee the preparation of proposals and qualification statements. The position requires long-term travel on field assignments. SUPERVISORY RESPONSIBILITIES: Candidate will supervise and coordinate the work of subcontractors, craft labor, and engineers and scientists on remediation projects. Provide technical direction and guidance to CADD operators, designers, technicians, and field personnel. QUALIFICATION REQUIREMENTS: To perform this job successfully, candidate must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: The candidate must have 10+ years relevant engineering experience, including construction management, and a bachelors degree in engineering. The candidate must possess and demonstrate knowledge of civil and environmental engineering and hazardous waste remediation technologies.Qualified candidates must have experience in remedial design and construction management of remediation projects using conventional civil engineering technologies (such as capping and excavation) and/or in-situ treatment technologies (such as air sparging, biostimulation, bioaugmentation, and chemical oxidation). The candidate should have experience preparing conceptual designs, cost estimating, and report preparation. Experience conducting RI/FSs under CERCLA, corrective measures studies, and implementation of treatability studies is a plus but is not a requirement. Excellent organizational and communications skills are required. Knowledge of environmental laws and regulations such as CERCLA, RCRA, SARA, etc. is essential. Professional Engineering (PE) registration is desired but not required. LANGUAGE SKILLS: Ability to read, analyze, and interpret engineering plans, drawings, and specifications, general business periodicals, professional journals, technical procedures, and government regulations. Ability to write engineering reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from managers, clients, customers, and the general public. REASONING ABILITY: Ability to solve routine civil engineering problems. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. MATHEMATICAL SKILLS: Ability toperform civil engineering design calculations. Ability to work with mathematical concepts such as probability and statistics, fundamentals of plane and solid geometry, and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. OTHER SKILLS AND ABILITIES: Candidates must have experience with Microsoft Office Suite programs (i.e., Word, Project, Excel, and Access or related database software). Working knowledge of scheduling and computer-based engineering design software desirable.
