Development Quality Assurance Engineer (3517)

Location Carlsbad CAJob Responsibilities   1.  Meet development quality assurance contractual obligations including: a.Creating and tailoring program quality assurance plans b.  Reviewing and approving program management plans, software and hardware development plans c.  Assuring development activities comply with customer expectations, AS9100, ViaSat and when applicable SEI CMMI level 3 process criteria, particularly:   planning and oversight   requirements management and traceability   technical peer reviews of documents, code, and drawings   configuration and change management d.  Auditing and tracking audit findings of development activity e.  Monitoring acceptance testing f.  Approving document and product releases2.  Work closely with development engineering community at ViaSat to identify process improvements and facilitate process adoption and institutionalization, including possible formal and informal training3.  Prepare descriptive and quantitative reports on engineering quality activities and performance4.  Support internal, third party and customer quality process audits and assessmentsExperience/Skills Required Experience and Skills (in priority order):1.  Excellent interpersonal communication and listening skills with ability to persuasively present process improvements2.  Minimum of 10 years experience encompassing all phases of engineering development with minimum of 2 years within last 10 performing QA for development to ISO 9000 and/or AS9100 standards3.  Must have significant experience and a thorough understanding of the software development process including program management and the relationship of quality, schedule, and cost4.  Experience with CMMI assessments and operations (preferably at CMMI level 4)5.  Must have performed quality audits and be familiar with the corrective action process6.  Familiar with modern development tools including requirements management (e.g. DOORS) and object oriented development (e.g. Rhapsody)7.  Proficient with MS Office Suite of applications and working knowledge of MS Project and Visio8.  Preferred familiarity with government contracts and the earned value system9.  Preferred familiarity with handling classified materials and a recent government clearance10.  Preferred experience in defining, collecting and using quantitative management indicators11.  Preferred ASQ certified for software quality assuranceEducation Requirements BA/BSTravel Required Up to 10 percentUS Citizenship Required?
