ENVIRONMENTAL SCIENTIST/ENGINEER/NEPA SPECIALIST (Mid Level)

Environmental Scientist/Engineer/NEPA Specialist (Mid Level)   SUMMARY: Provide technical support to clients in the planning, coordination, development, implementation, and evaluation of environmental documentation required by NEPA. May perform and/or supervise environmental field sampling and data collection at a wide variety of client sites. May perform as Project Manager and assist other Project Managers on all aspects of environmental/ecological investigations. Perform analysis of collected data and preparation of environmental reports in support of NEPA documentation and/or NEPA type documentation. Could involve travel to a wide variety of client locations for short periods of time. Knowledge and understanding of the DOE Weapons Complex is required. Ability to obtain a security clearance would be required.   ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.   Independently manage one or more projects as directed Interface with Project Management to complete project tasks on time and within budget Assist other mid/senior level scientists with reviews and analyses of environmental permit applications, reports, and other work products Coordinate work of entry level scientists and engineers in project related work Perform background research and information gathering; interpret laboratory and field data to support technical activities Prepare and develop client environmental plans, programs, procedures, and activities to assure effectiveness, efficiency, and compliance status Prepare and/or assist in the development of client environmental permit applications, reports, and associated documentation Evaluate data and reports and draws comparison of results with similar analysis Attend site visits, observes, and evaluates client program and activities Develop written technical reports for delivery to clients, perform quality control review, and maintain deliverable quality in accordance with Project Plan and QA requirements Remain cognizant of environmental regulations and requirements Interface and interacts with client and regulatory agencies Maintain membership in technical organizations pertinent to technical field of expertise EDUCATION and/or EXPERIENCE: B.S. and/or Masters Degree in Environmental Science, Environmental Engineering, Socioeconomics, Cultural Resources, or related scientific field, and a minimum of 3 years experience in a science related field and knowledge of environmental regulations required (primarily NEPA).  Ecological, environmental engineering, socioeconomic, or cultural resource field experience and ability to collect and assimilate data into meaningful NEPA documents is required. Knowledge of the DOE Weapons Complex and/or the commercial utility industry (nuclear, coal, gas generation facilities and associated transmission facilities) is required. Certified in technical environmental area (e.g., wetlands, cultural resources) or E.I.T. a plus.   OTHER SKILLS AND ABILITIES:  Strong skills in written communication, information synthesis and analysis, and computer proficiency are required. Must be able to independently manage multiple projects with limited direction or supervision. Excellent oral, written, and interpersonal communication skills are required. Must be capable of working well with state regulators, Federal agencies, utility clients, and function in a matrix management system. LANGUAGE SKILLS: Ability to read, analyze, and interpret complex technical documents written in English. Ability to search (primarily using the internet) for pertinent facts and data, analyze and evaluate information, and form accurate conclusions. Ability to compose clear, accurate reports. Ability to orally query and obtain information. Ability to speak effectively to clients and professional peers.   MATHEMATICAL SKILLS: Ability to comprehend and apply the principles of advanced mathematics, modern algebra, calculus, and advanced statistical theory. Ability to use spreadsheets and other computer based programs.   CERTIFICATIONS, LICENSES, REGISTRATIONS: Ability to obtain a DOE security clearance.   REASONING ABILITY: Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.   PHYSICAL DEMANDS: The physical demands described in this section are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations will e made to enable individuals with disabilities to perform the essential functions.   While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms, stoop, kneel, crouch, or crawl and talk or hear. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.   WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. The noise level in the work environment is usually quiet, and in the field environment usually loud.   COMMENTS: Employee must be able to make frequent trips to local sites and travel via air and land on temporary assignments at client sites. Position requires the ability to work under the pressure of deadlines and to work as needed without advance notice.
