ENVIRONMENTAL SCIENTIST/ENGINEER NEPA SPECIALIST (Senior Level)

Environmental Scientist/Engineer/NEPA Specialist (Senior Level)   SUMMARY: Provide technical support to clients in the planning, coordination, development, implementation, and evaluation of environmental documentation. Perform as Project Manager and/or assist other Project Managers in the area of aquatic and/or terrestrial ecology, or other environmental science/engineering areas.  Coordinate and organize environmental field sampling and data collection at a wide variety of client sites. Analyze data and prepare environmental documents for a wide variety of projects associated with various Federal Agencies or the commercial utility industry. Could involve travel to a wide variety of project locations and interactions with a wide range of clients. Preparation of proposals and marketing material. Ability to obtain a security clearance would be required.   ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.   Independently manage projects and assist other project managers in variety of environmental projects Manage all assigned project tasks on time and within budget Manage a multidisciplinary project team consisting of environmental scientists, engineers and support staff. Ensure that all reviews and analyses of environmental permit applications, reports, and other work products are completed in accordance with office procedures Performs background research and information gathering as well as interprets laboratory and field data to support technical activities Prepare and develop client environmental plans, programs, procedures, and activities to assure effectiveness, efficiency, and compliance status Lead the development and/or support in development of client environmental permit applications, reports, and associated documentation Evaluate data and reports and draw comparison of results with similar analysis Attend site visits, observe, and evaluate client programs and activities Provide input to and develop written technical reports for delivery to clients Perform quality control review, and maintain deliverable quality to meet internal and client requirements Remain cognizant of environmental regulations and requirements Interact with client and regulatory agencies Member of professional organizations in area of technical expertise Assist in marketing and development of marketing material and proposals EDUCATION and/or EXPERIENCE: B.S., Masters, and/or PhD in Environmental Science, Environmental Engineering, Socioeconomics, Cultural Resources, or related scientific field, and a minimum of 10 years experience in a science related field and knowledge of environmental regulations (primarily NEPA) required. Project Management experience and understanding of ecological, engineering, socioeconomic, or cultural resource interactions and the ability to assimilate data into appropriate NEPA documentation is required. Knowledge of and past experience with DOE and/or the commercial utility industry (especially nuclear, but also gas, coal or alternative generation facilities and associated transmission facilities) is required. Certified in technical environmental area or PE, a plus.   OTHER SKILLS AND ABILITIES:  Strong skills in project management, written communication, information synthesis and analysis, and computer proficiency are required. Must be able to manage multiple projects with limited direction and interact with other project managers working on similar projects as a Team member. Excellent oral, written, and interpersonal communication skills are required. Must be capable of working well with state regulators, Federal agencies, utility clients, and function in a matrix management system. Working knowledge of GIS applications a plus. LANGUAGE SKILLS: Ability to read, analyze, and interpret complex technical documents written in English. Ability to search (primarily using the internet) for pertinent facts and data, analyze and evaluate information, and form accurate conclusions. Ability to compose clear, accurate reports. Ability to orally query and obtain information. Ability to speak effectively to clients and professional peers.   MATHEMATICAL SKILLS: Ability to comprehend and apply the principles of advanced mathematics, modern algebra, calculus, and advanced statistical theory. Ability to use spreadsheets and other computer based programs.   CERTIFICATIONS, LICENSES, REGISTRATIONS: Ability to obtain a security clearance.   REASONING ABILITY: Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.   PHYSICAL DEMANDS: The physical demands described in this section are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations will e made to enable individuals with disabilities to perform the essential functions.   While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms, stoop, kneel, crouch, or crawl and talk or hear. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.   WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. The noise level in the work environment is usually quiet, and in the field environment usually loud.   COMMENTS: Employee must be able to make frequent trips to local sites and travel via air and land on temporary assignments at client sites. Position requires the ability to work under the pressure of deadlines and to work as needed without advance notice.
