Environmental Health & Safety (EHS) Project ManagerKaiser PermanenteOakland, CAThe principal purpose of this position is to design, develop, and implement EHS projects and programs to address regulatory compliance, policy, and training needs for Kaiser Permanente Local Markets. The incumbent will partner with EHS local market and Hub managers in planning and managing the local implementation of national policies and procedures and communicate compliance options and program value to senior regional management. Major Responsibilities:1. Provide the primary support and interface for the EHS needs of local market EHS and EHS Service Hub Managers. Collaborate with these managers in developing EHS tactical business plans and local program direction to effectively and efficiently manage associated operating risks and provide a safe and healthy work environment for our employees, physicians, members, and visitors.2. Identify data collection requirements and program-wide needs to facilitate the most effective use of EHS resources program-wide, and ensure subsequent decision-making based on this data improves the overall state of EHS management at Kaiser Permanente.3. Design and plan detailed EHS risks assessments of each local markets physical, chemical, and operating parameters and determine which Federal and State regulations specifically impact their operations. Conduct cost-benefit analysis of compliance programs and communicate options to senior management which appropriately manages or transfers risk.4. Through frequent travel, provide local market management with feedback on the compliance status of their programs (as measured through the NEHS audit process and Regulatory Agency assessments/violations). On a quarterly basis, measure and report improvements against the overall National EHS plan.5. Work with senior management, local market EHS management, and NEHS staff, to develop strategies addressing local market compliance issues, as well as addressing EHS issues in a strategic manner to leverage the benefits of a shared EHS service. This will require a thorough understanding of federal and state EHS regulatory requirements in those locations where Kaiser operates coupled with a prioritization effort so that the EHS team targets the most risky areas of compliance. (Ongoing technical and academic training will be necessary to keep the incumbent current on regulations and Environmental, Health and Safety issues). 6. Provide mentoring and professional development opportunities for local market EHS staff in the design and implementation of national programs, policies, and procedures. Discuss developmental plans and needs with the EHS staffs chain-of-command. 7. Working with NEHS team members, develop NEHS department goals, strategies, products, and training materials to manage the EHS risks associated with company-wide operations. Through the annual NEHS business planning process, recommend the most appropriate allocation of limited resources to most cost-effectively reach program-wide objectives. Monitor operating budget and take responsibility for communicating value to customers and continuously improving the quality of services. 8. Establish and implement EHS communication strategies to raise awareness and promote behavioral change on the part of KP staff and contractors. Receive and respond to all emergency requests for assistance by using extensive technical and managerial skills, to include calm and effective risk communication techniques.9. Advocate responsible federal, state, and local public policy. Analyze proposed legislation in EHS areas of expertise and coordinate with Program Offices Legal department in providing comments on behalf of all Kaiser Permanente. Represent KP interests through liaisons with legislative, regulatory, and industry contacts. Represent KP at meetings, conferences, and associations to voice the organizations accomplishments and perspectives regarding EHS programs. 10. Serve as an auditor as part of the National EHS Assessment Program. Conduct approximately 2-4 Assessments per year to ensure that linkages for best practice sharing are developed for EHS systems. 11. Act as the critical linkage between NEHS and other national (or service hub) organizations in facilitating national efforts in developing, designing, and operating facilities and purchasing materials which minimize impact on the environment and cost-effectively improve the health and safety of our workplace. The incumbent will represent and link with other Nationally leveraged units to establish joint cross-functional services across KP.12. Lead the hiring and orientation process of qualified EHS professionals and consultants for NEHS. Establish national (or service hub) EHS contracts in such areas as indoor air quality investigations and hazardous waste removal; manage contractors to ensure compliance with agreements and greatest cost effectiveness. Leverage learnings associated with contract work across the company. EDUCATION* BS/BA degree in engineering, industrial hygiene, environmental science, or public health required. Related educational background may be complemented by professional training or significant working experience within the profession and advanced training in various technical disciplines of environmental, health and safety.* A Masters Degree in environmental science, engineering, or related graduate preparation is required. License, registration, certification, or professional affiliation.* Candidates must be registered as a registered environmental assessor (REA). (REA requires 5 years of professional experience within the previous 8 years work experience, applications are reviewed and renewed annually by Cal-EPA. Continuing education credits are required for annual renewal).* Professional engineering, CIH (Certified Industrial Hygienist), or CSP (Certified Safety Professional) licensure required within two years in this position. MINIMUM JOB REQUIREMENTS1. 10+ years increasingly difficult experience in the environmental, health and safety regulatory management profession. Experience in the healthcare field is desired but not required.2. Significant expertise (significant constituting 5+ years of increasingly difficult experience applying judgment towards risk situations) and knowledge of U.S. Federal environmental legislation is mandatory, including: RCRA (Resource Conservation & Recovery Act) hazardous waste regulations and management of hazardous waste programs; Clean Water Act, and water regulations, including stormwater discharge requirements; Clean Air Act, and management of air emissions and permitting systems.3. Knowledge of electrical safety, life safety, indoor air quality, air monitoring and ventilation standards, personal protective equipment program design, ergonomics, and illness/injury tracking. Chemical management regulations, and OSHA legislation.4. Travel will be required, approximately 25% minimum, ranging up to 35%. Some flexibility is available, but customer (local market management) needs must be met. Majority of travel will have advance notice and be planned quarter by quarter.PREFERRED QUALIFICATIONS* Knowledge of state regulations outside of California is a major asset. Direct working experience, including negotiation rounds with state agencies strongly preferred.
