Logistics Manager

Bachelors degree in business or related field and 15 years of experience in one or more of the following: logistics services, material management, transportation, material handling, use of information systems in logistics management. Must be familiar with current systems/ methodology. Must be experienced manager. Excellent analytical and communication skills. Must pass a NASA Background Check. Job Description : This position is contingent upon award of the MSFC Michoud Manufacturing Support and Facility Operations Contract (MSFOC) expected to start in the October 2008 time frame. Position may require employment during the contract transition phase starting in October 2008. Develop, maintain, and implement work instructions, processes and procedures to ensure logistic elements are available and operationally ready to perform and meet demanding schedules. Perform functions to improve efficiencies in the planning, managing, controlling, directing and coordinating the overall activities of other personnel and logistical support to refine manufacturing work processes associated with Operations and Maintenance and to fulfill work requests in compliance with NASA plans and procedures. Conduct process control analysis of various O&M elements, consulting with peer groups involving other mangers, engineering, work management, logistics and other personnel who exercise full responsibility for all technical, budgetary, administrative program elements. The following program elements are typical of what supports the Operations and Maintenance daily functions (e.g., Computerized Maintenance Management System, Work Surveillance, Reliability Centered Maintenance, Outage Coordination, Indefinite Delivery-Indefinite Quantity end-to-end process tasks, Logistics (to include requirements determination, ordering, receiving, temporary storage, issue, disposal and transportation), Configuration Control Management, Programmed Maintenance, etc.) to ensure that they meet customer and user requirements and expectations in cost, quality, and schedule requirements. Essential Responsibilities:1. Analyze cost tracking data, trending charts and daily computer generated reports. Monitor progress of requirements and inventory status to ensure availability of logistics resources to meet work schedules. 2. Attends planning and general staff meetings. Provides reports and data on schedules as well as innovative approaches to improve efficiency and lower cost. 3. Provide leadership and professional assistance to self-initiate work assignments for review and approval and to perform personnel management functions in concert with peer group consisting of other managers, engineering, work management, and other personnel. Organize and direct work, communicate performance standards and safety regulations, monitor activities, evaluate performance and recommend modifications to work processes. Interpret company policy. Coach and counsel employees about the advantages of process improvements and emphasize the importance of their involvement in the process. Maintain harmonious employee / employer relations. Ensure self-initiated work is undertaken with the appropriate personnel involved and that the work is properly prioritized to maximize technical quality and productivity of the Operations and Maintenance organization. 4. Provide technical and administrative direction to a diverse working group in the performance of standard logistics operations functions to include property management, receiving and inspection, inventory management, warehousing, kitting, staging and issue, shipping and transportation, and property disposal. 5. Ensure that the methods and practices employed in the day to day operations are consistent with NASA policies and procedures, and commercial practices. 6. Monitor and document trends in maintenance and inventory history and implement changes as required.7. Develop and maintain a Supply Chain Management (SCM) capability to monitor the health of the supplier base and parts obsolescence issues to ensure continuous, non interrupted support from vendors and services providers to include fuel supplies.8.
