The company serves as the overall program manager of the HIB capital budget program – a comprehensive housing and infrastructure development program for Libya that will create an enhanced environment for its citizens and visitors. The scope of this effort includes the construction of new housing and infrastructure systems for all major cities in Libya; urban design and development; housing units and residential settlements; upgrades to existing infrastructure, roads, highways, bridges, water, wastewater and other utility systems; and environmentally focused sustainable processes.The project scope also includes the knowledge transfer and training of over 100 HIB executives, engineers, and technical specialists at AECOM global offices on program management, construction management and inspection, and planning and design.  We are currently seeking a Master Planner (MP) who will reports to the Senior Master Planner and receives day to day project direction as well as functional direction from that person. The Master Planner should have strong knowledge of the standard practices, techniques, and procedures associated with the development and maintenance of large Master Plans for communities and cities.Typical Duties and Responsibilities The Master Planner needs to be able to coordinate and manage all different tasks The Master Planner needs to have had experience working in a multi-disciplinary environment involving a variety of planning activities and design tasks. He must be able to work independently when required but also function effectively as part of a larger team. He also needs to have strong analytical and creative problem solving skills, along with excellent interpersonal and communication skills. Responsibilities for Direction of Others Often serves as expert technical advisor/trainer. Education Possess a technical undergraduate degree from an accredited college/university. PhD plus 3 - 5 years or MS plus 5 - 8 years or BS plus 7 - 10 years. Experience and Qualifications  Candidate should possess at least an undergraduate degree in Urban and Regional Planning and should have at least 8 years of related planning and design experience with new communities and neighborhoods, particularly including Master Plan precedents in the Middle East. That experience should include conducting at least one Master Plan for midsize towns from 100,000-200,000 inhabitants. Position Title Master Planner Registration Status Certified PlannerRequired experience and qualifications are: ·  Bachelor’s degree in Engineering with 10 - 15 years of experience managing project teams in support of large capital projects. Strong technical and managerial background working with customers.
