SUMMARY
This is a specialized position within Network Engineering is responsible for the provisioning and implementation of all telecommunication transport services related to the Region and Market wireless network. Applied telephony experience and organizational skills to manage multiple engineering tasks and projects is crucial. Excellent communication skills are essential due to the daily interaction with Transport Engineers, Transport Planners, Construction and Operations Personnel.
ESSENTIAL DUTIES AND RESPONSIBILITIES Design and order DS1, DS3 and OCX circuits to support planned site builds and/or expansions within an assigned area or to a specific Local Exchange Carrier. Design decsions will be under the direction of an Engineer. Manage/track orders until delivered by LEC and accepted by Operations Team.Initiate and manage the E911 routing request process for each new site and sector addition to existing sites.Input and maintain accurate circuit records in Granite and other databases.Date tracking for project management purposes. May involve working in site development databasesResearch existing cell site facility designs to identify opportunities for improving cost, diversity, or reliability. May participate in implementing solution.Assist other team members with activities that support the overall Market/Group objectives.
Requirements:
COMMUNICATION SKILLSFluency in written and spoken English at college entry level is a must.Able to create, format, spell-check and deliver clear and concise technical documents in common word processing and spreadsheet software.
SELF-MANAGEMENT SKILLSCan effectively prioritize tasks in order of importance.Does not procrastinate or put off hard or unpleasant tasks.Focused and organized when deciding what needs to be completed first. Applies logic and organizational abilities to project.To be effective, the individual in this position needs to be able to weigh the issues and balance the reaction/adjustment to ensure that the circuits are delivered in time to meet projected new cell site on-air dates. In some instances it may be neccasary to escalate issues through Local Exchange Carrier processes to meet scheduling. The tracking of DS1's for new sites and ring auments utilizing DS3 and OCX involves dealing with many variables arising throughout the construction process.

The individual in this position is expected to be able to consider factors such as available CFA capacity, proximity of the DS3 hub to the site, facility diversity/reliability, circuit costs and vendor lead times in selecting the path that will yield the best solution to providing service at a siteNetwork Pricing ToolsAble to utilize Lattis Pro for pricing circuits via tariffs.GraniteUtilize all modules version 3 through version 6 of Xng, Xpercomm, and Xperweb. Must be able to datafill network infrastructure equipment and transport facilities into Granite. Must be able and willing to adjust to customer data fill standards, even if it means updating existing or already completed data fill.Local Exchange Routing Guide (LERG)Able to find necessary information within the many datasets, extract data and reform data use in day to day work.Local Telco Data SourcesAble to import & export files, from web based databases (Local Calling Guide or Telco Data) to determine local dial areas.Network Pricing ToolsAble to utilize Lattis Pro for pricing circuits via tariffs.Traffic Topology ToolsUtilize existing or develop your own topology tools utilizing standard symbology.Microsoft WORD SoftwareAble to import / export files, format pages, create and use tables, type min 15 wpm, edit documents, create and save in various document types such as text files.Microsoft EXCEL SoftwareAble to import / export files, format pages, create and use tables, edit documents, create and save in various document types such as text and cvs files, create functions and formulas, sort, filter and organize saved files.Microsoft VISIO SoftwareAble to draw graphs and tables, import and export templates, format texts, save and create various type files such as .jpg, .PDF and .bmp.Microsoft PowerpointAble to develop a presentation to demonstrate the final design meets the requirements of the project.
QUALIFICATIONS:
EDUCATION AND/OR EXPERIENCE:New Hires:4-year college degree (preferred), or equivalent experience 2 - 4 years of prior hands on experience with ordering and/or design circuits Experience using SBC, Verizon, or Sprint online ordering systems would be a plusFundamental understanding of circuit bandwidth relationships and telecommunications transmission protocols.Demonstrated knowledge of circuit ordering processes, including: ASR, ASRW, Facility VerificationDemonstrated knowledge of the functional elements/components involved in a typical DS1 connection to a cell site. Fundamental knowledge of Central Office environment preferredGood organizational and follow up skills are necessary to manage the multiple simultaneous orders in progress. Must be able to work under stress and aggressive deadlines to achieve resultsAbility to learn new systems and processes quickly to adapt to changing equipment network configurations Internal Promotions:
· A minimum of 5 years verifiable experience performing Transport Design functions AND a minimum of 1 year in the employ of the Network Engineering Division of CIC.
PHYSICAL DEMANDS:Ability to work on a computer for extended periods throughout the day.
WORK ENVIRONMENTPredominately will work in home office environment with computers and multiple monitors for extended periodsMay be required to work in remote areas several hours from medical facilities, on mountain tops, off-shore platforms, rooftops or on floors of multi-level buildings without elevator access.May be exposed to excessive noise; may be around moving machinery; may be exposed to marked changes in temperature and/or humidity; may be exposed to dust, microwave and may work in confined quarters.May be required to ride as a passenger in aircraft, cars, buses, boats and other public and private modes of transportation.
