Explore the opportunity of world-changing work available to you below.This is a full time role that will provide procurement pursuit support to the Global Environmental Services Business Group. The successful candidate will manage all Procurement/Subcontract activities for major projects or proposals as assigned by the ES Director of Contracts and Procurement. In this role you will ensure that the Project Procurement/Subcontracts Team follow the company approved procurement policies and procedures; represent the team to Project Management and the Client. Dependent on project size typically supervises a team of 1 to 5 Procurement/Subcontracts personnel. Trains the Procurement/Subcontracts team members who are under their tutelage. Responsibilities Include:• Manage all assigned Project Procurement Activities.• Supervise the activities of all procurement/subcontracts personnel assigned to the project. During proposals and early project stages, Procurement Manager may be the only individual assigned to the project; consequently Procurement Manager shall be self-sufficient and will directly perform all the project procurement/subcontracting activities directly responsible to the ES Director of Contracts and Procurement with matrixed responsibility to the CH2M HILL corporate procurement staff.• Implement and monitor compliance with company procurement/subcontracting policies and procedures. • Maintain status information on project procurement, correspondence, problems, and action items• Coordinate prime obligations with Contracts for pass-through to suppliers/subcontractors. • Review and approve all PO/subcontract inquiries, bid tabulations, recommendations for award and contractual documents. Ensure that an auditable file system is kept for the project.• Lead the project team in negotiations with Suppliers/Subcontractors.• Develop the Project Procurement Plan with Project Management, engineering and construction, based on the prime contract structure, availability of suppliers/subcontractors in the adjacent area and other project conditions and strategy.• Estimate Procurement/Subcontracts manpower and computer equipment/software required to support the Project. Coordinate with the ES Director of Contracts and Procurement for attaining proper project manning.• Implement the materials management system for the project.• Monitor supplier and subcontractor progress to facilitate early identification and resolution of potential problems, changes, disputes and claims, and ensure the implementation of the most appropriate remedial actions.• Obtain review from legal, insurance, tax and other applicable departments of the appropriate conditions to be inserted in subcontracts, change orders, amendments, etc.• Assist Business Development and Proposal/Project Managers in the preparation of proposals.• Identify and advise Contracts Manager of risks inherent in proposals and subcontracts.• Participate in the Procurement Department Improvement Efforts and Leveraging Strategies.QualificationsQualified candidates will have a BS Degree in Engineering, Construction Management, Business Administration, Law, or other applicable field. Experience in lieu of degree is acceptable. Intimate knowledge of all phases of the Procurement and Subcontracting processes and their related activities as well as company policies and procedures is required. Knowledge of computers is required. Ten (10) years of experience in Procurement and Subcontract Management of medium size or major contracts, with experience in domestic and international land based, marine/offshore and engineering/turnkey contracts. Experience supervising personnel, in the area of Procurement and/or Subcontracts Management.
