Job Title:  Program Analyst

Job Summary:

Perform and be responsible for planning, analyzing and evaluating the various facility modifications throughout facilities and supporting the varied and complex technical analytical staff services assignments.  In addition, utilize a high degree of qualitative and quantitative analytical skills in improving effectiveness of services operations while managing numerous projects simultaneously such as program evaluation and strategic planning; policy analysis and formulation; process evaluation, development and documentation; budgeting, execution and maintenance analysis; contract review and analysis; requirements gathering and development; and continually provide consultative recommendation services to management.  Interfaces with client on a day to day basis; directly supports contract execution.

Serves as the program analysis authority on matters concerning cost and schedule for multiple projects, and programming guidance.  Responsible for project management associated with the following tasks in support of the contract Program Manager: -  Planning and evaluating facility and infrastructure operations and maintenance to obtain maximum utilization of facilities and equipment.  -  Estimating government costs for project design and execution as related to equipment installation, labor, materials and other associated costs.  -  Resolving problems of moderate scope where analysis of situation or data requires a review of identifiable factors.

-  Exercising judgment and providing recommendations within generally defined programmatic and technical practices and policies in selecting methods and techniques for obtaining solutions. 

This team establishes and maintains Facility Standards for the safe, reliable operations of computing centers, which are compiled from national codes, military handbooks and industry best practices. In addition, the team establishes requirements to meet these standards while developing fiscally responsible solutions to meet or sustain site standards.

Other Essential Requirements:

Travel:  Required to travel to various sites throughout the U.S. and Europe for approximately 30% of the annual work schedule and at times up to 50% of the monthly work schedule.  Must be able to travel on short notice.  Desired Experience/Skills:  Budgeting, program analysis, Project Management, cost and schedule execution, risk management and Technical writing experience.

Additional Skills:  Knowledge related to facilities, architectures, structures and general facility improvements.  Managing multiple projects and task order jobs through planning, design and construction.  Must have a working knowledge of computer skills and MS office suite.

Qualifications:

Bachelors Degree in architecture, engineering, construction management, accounting, finance, economics, business management, or similar fields. Active Secret/Top Secret Clearance or eligibility to obtain one.  Able to travel on short notice.
