STS International, a leading systems engineering, integration, and program management company, has an immediate opening for an experienced Maritime Operations Program Manager in our St. Petersburg, FL office.

 

The individual selected for this position will serve as the Program Manager for Maritime Operations in a fast-paced research and development environment. In this position, you will be responsible for:Providing direction, guidance and support in the development of surface and sub-surface surveillance systems that will enhance the capability of maritime defense/security forces to deter, detect, classify/identify, intercept and interdict a threat. Establishing and maintaining effective liaison with federal, state, and local agencies involved in maritime and port security matters.Supporting senior leadership in assessing contract status; develop, edit, and review reports; analyze cost, schedule and technical data; and ad-hoc reporting requirements. Serve as Program Manager on selected contracts.Understanding maritime and port security shortages and needs, and developing business solutions to address those needs.Identifying business opportunities for STS, provide recommendations to VP Operations, and assume responsibility for the preparation of proposals for selected business opportunities.Executing additional duties as assigned.


Requirements: Interested candidates should thorough knowledge of the principles, practices and trends of maritime security operations in the homeland defense, homeland security and maritime law enforcement arenas. You must have knowledge of business administration, management and supportive staff services such as budgeting, personnel, and management analysis; and government functions and organization.

 

You must have the ability to reason logically and creatively and utilize a variety of analytical techniques to resolve complex maritime security problems; develop and evaluate alternatives; analyze data and present ideas and information effectively both orally and in writing; consult with and advise interested parties on a wide variety of subject-matter areas; gain and maintain the confidence and cooperation of those contacted during the course of work; coordinate the work of others, and act as a team or conference leader.

 

Experience Requirements:  Interested candidates must have a minimum of 15 years related experience to include knowledge of surface and sub-surface sensor systems, to include the operation of such systems, system capabilities and output analysis.  Experience designing and implementing maritime domain awareness systems is strongly desired.  PMP or DAU certification is also strongly desired.

Specific knowledge and experience in one or more of the following areas is strongly desired: Port Security Operations; Maritime Law Enforcement Operations; Vessel Board, Search and Seizure Operations; Naval Coastal Warfare Operations; Mine and Counter Mine Operations, Littoral and Coastal Warfare Operations, UUV and USV Operations; Sonar Operations; Force Protection Operations.

 

Candidates must be proficient in Microsoft Office Suite to include Outlook, Word, Excel, and PowerPoint.  Some travel (up to 25%) may also be required.  A Bachelors degree in Business, Operations Research, Engineering, Marine Sciences or a related field is required. Strong writing skills are essential. 

 

Additional requirements: This position may entail outdoor work in all weather conditions. Work will entail extended operations on a small boat with limited shelter from the elements. Boat operations will be confined to harbor and coastal waters.  Some lifting may be required.
