Program Manager - US Coast Guard Training Team
The ideal candidate would be a former USCG or Navy Junior Officer with recent experience. Experience with USCG curriculum development methodologies and associated standards, conducting front-end and task analysis for training and manpower requirements, is a plus.Operation and O-level Maintenance for USCG or U.S. Navy shipboard is a must. Development and delivery of related training products and instruction. Evaluation of system technical data and training materials. Proficient with Microsoft Word, Excel, PowerPoint, Project and Access. Knowledgeable in Authoring Instructional Materials (AIM) and the Navy's Integrated Learning Environmetn (ILE) and Learning Content Managment System (LCMS) for management and review of curriculum materials is a plus. Position requires the ability to pass and maintain a Secret Security Clearance. Education: Bachelor's degree in Engineering or Education/Business/Logistics or related field is desired. Two years of job-related experience may be substituted for each year of college. Minimum of two years experience developing and providing technical and end-user technical training. Previous service in USCG or USN is preferred. Position may require travel. Job Description : Program Manager - United States Coast Guard Training ProgramThis individual will provide leadership to the cadre of instructors located in Pascagoula MS. As a Program Manager this individual will be responsible to supervise, coach and lead a team of five Instructors in the accomplishment of goals and tasks in support of a USCG Training program. This individual will also interface with customer to determine specific needs and requirements, develop detailed staffing requirements, assignments and plans to meet customer needs, estimate personnel needs and schedule and assign work to meet completion dates. As a Instructor, this individual is responsible for training personnel working on his team as well as USCG personnel assigned for training under this program. This individual will also conduct, facilitate and lead training presentations. He or she will evaluate effectiveness of training/course presentations, and develop and revise courses, using instructional system design & development methodology. He or she will also formulate teaching outlines and determine instructional methods, and utilizing knowledge of specified training needs and effectiveness, develop and select training aids, such as multimedia visual aids, and training handbooks. This individual will test students to measure progress and evaluate effectiveness of such training, investigate new technologies and techniques for potential benefit for new trainer acquisition. This individual must possess excellent communication, interpersonal, and customer service skills, and have a knowledge base that is recognized as "expert" level in areas of training, i.e., Operation of systems on the FRC-B USCG ship.As Project Manager, this individual will be responsible to the Training Program Manager for the Development of curriculum, assignment of Instructors for the completion of Familiarization Training to be held in a classroom, Dockside Familiarization Training for the lead ship and all follow-on vessels. Dockside Familiarization Training topics shall provide familiarization training for all crew members on the light-off of main engines and generators, manual and auto paralleling of shipboard generators, emergency lighting and power circuitry, fuel transferring and refueling of the FRC-B and Cutter Boat, operation of the FRC-B steering and emergency systems, normal and emergency operation of the Cutter Boat launch and recovery system, operation and use of installed Fire Pumps and P-100 portable pump, as a minimum. Supervise, coach and lead work teams in the accomplishment of goals and tasks in support of specific programs. At-sea training will include but are not limited to ship handling familiarization exercises, Cutter Boat launch and recovery, anchoring, and use and familiarization of shipboard navigation electronic systems.
