Quality Control Specialist III

SUMMARY: The incumbent will assist in implementing quality standards and requirements throughout all MTACC construction projects and perform the following: review construction and design practice to determine need for improvement, monitor implementation of corrective action, prepare quality bulletins, develop training tools to train field personnel, and prepare technical reports.

RESPONSIBILITIES: Directs and conducts assessments of vendor, consultant and/or contractor¿s implementation of quality requirements. Provides assistance to program management personnel in the use of established policies and procedures to facilitate their continuous monitoring of vendor, consultant and contractor performance. Provides quality-related support to program management personnel, vendors, consultants and contractors. Perform audits of procedures and quality systems to determine proper implementation and effectiveness in achieving quality objectives. Formulates and implements policies and processes to establish and achieve MTACC goals relating to the development, dissemination, ad implementation of comprehensive quality programs/activities. Provides training on matters relating to the implementation of quality management systems, quality policies and procedures and technical quality requirements. Analyzes data to identify deficiencies or opportunities for process improvements. Develops quality management system documentation to define established processes. Participate and review findings related to shop and field acceptance testing of material/equipment, including first article, pre-final, and final inspection testing. Develops and implements auditing methodologies and tools. Leads activities relating to ISO 9001.   QUALIFICATIONS

Knowledge of MTA Capital Construction and its processes/procedures desired. ASQC certification or relevant training. Ability to prepare reports and write clearly and effectively. Knowledge of relevant computer applications. Understanding of quality assurance management, engineering, auditing of design and/or construction activities. Good Oral and written communication skills.

EDUCATION AND EXPERIENCE: Bachelors degree in Engineering, Industrial Technology or a related field with 6 years experience in Quality Control and Quality Assurance utilizing quality data collection, quality auditing, and systems development with quality control programs.
