SENIOR TRANSPORTATION ENGINEER

 The City of Bellevue Transportation Department is looking for a senior engineer to work in its progressive Traffic Engineering – Signals and Lighting division. This opening is a great opportunity for a skilled, self-motivated engineer to be responsible for signals, street lighting and ITS operations and projects, and work in a team that includes two other senior level engineers. The position will also have the opportunity to help with the expansion of ITS programs through the replacement and upgrade of our traffic signal, traffic camera, and field communication systems. This position will regularly coordinate with staff in the signal maintenance shop. The ideal candidate will have experience with the design and operation of traffic signals, street lighting, and roadway channelization, and experience or a strong interest in the development and operation of Intelligent Transportation Systems. The individual will have strong communication and team skills, and a desire to expand their own abilities to help the division meet the city’s growing traffic management needs. Essential Functions of the Job• Provide signal, lighting, and ITS design review and engineering support to various capital improvement and developer projects. • Lead for signing, channelization, and access management on city arterials near traffic signals. • Design and implement signal timing including coordination plans for arterial corridors. Use micro simulation models for development of plans; implement and adjust plans using city’s traffic computer system. Coordinate with adjacent agencies. • Daily operation of traffic signal computer and traffic camera systems. • Use micro simulation models to evaluate the traffic impacts of various capital or development projects. • Street lighting for arterial and residential streets including design parameters, review, modeling, and coordination with PSE as necessary. • Investigate traffic operation concerns by applying engineering analysis and existing policies/standards. Provide response and coordinate with other jurisdictions. • Provide Traffic Management Center operations during commutes, special events, and construction to increase citywide mobility. • Implement and monitor transit signal priority at selected signals. Coordinate with transit agencies. • Assist in the replacement and upgrade of Intelligent Transportation Systems. Learn and utilize systems in daily operations. • Administer the Accident Reduction Program. Conduct alternative analysis and recommend best alternative to address traffic accident concerns. Track and report performance measures. • Implement spot improvement projects and lead all aspects of project implementation, including design, public involvement and construction. Direct design work of consultants and staff as necessary. • Conduct and review traffic signal warrant studies. Maintain signal warrant database. • Maintain standard drawings, specifications, and shop drawings.Education & Experience Requirements• Graduation from an accredited four-year college or university with a degree in civil or electrical engineering.• Five or more years of professional experience in transportation or traffic engineering. • Or any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities. • Washington State Professional Civil Engineering license preferred. • Professional Traffic Operations Engineer certification preferred.Additional Qualification Criteria• Knowledge of traffic signal, street lighting, and channelization design and/or operation. • Knowledge of the MUTCD as it relates to traffic signals, signing, and pavement markings. • Thorough knowledge of transportation engineering principles, practices and methods as applicable to a municipal setting. • Ability to design and write specifications for traffic engineering projects. Ability to conduct necessary engineering research and compile comprehensive reports.
