SUBCONTRACT ADMINISTRATOR

Scientific Research Corporation, a leading Research and Development Company providing innovative solutions focused on advanced commercial technologies in the development of wireless communications, information, and sensor systems for Government and Commercial industries, has an exciting opportunity for a Subcontract Administrator located in our Atlanta, GA Headquarters facility.

 

The successful candidate will be responsible for:

· Conducting contract negotiation and administration of subcontracts and consultant agreements

· Analyzing estimates of service, material, equipment, production, and other costs

· Reviewing performance requirements to ensure legal requirements, customer specifications and government regulations

· Issues subcontract and financial program documents, reports and scorecards

· Structures contractual terms to reflect company business strategy

· Communicating with company executives, program managers, and engineers to forecast, plan, and prepare subcontracts across the company divisions in multi-state and international locations

· Interfacing with infrastructure managers in accounting, property, security, security, shipping/receiving, information technology, facilities, and contracting

· Initiating internal documentation to authorize and direct work in accordance with contractual specifications

· Monitoring supplier and company performance on contractual obligations

· Leading company managers and suppliers through pre-award, source selection, and post-award processes

· Participating and assisting with continuous improvement of subcontract management processes, recommending corrective, preventive, and improvement actions to the Procurement Director

· Providing metrics and visibility for managers and executives.  Passion for excellence and learning

 

Minimum skills and qualifications:

· Excellent communication, interpersonal and team-building skills

· Bachelors Degree in Business Administration, a related field or equivalent experience with additional training in contract law

· Five years contract or subcontract administration experience

· Demonstrated working knowledge of U. S. Government acquisition regulations including FAR and DFARS

· Experience in FAR requirements for government property. 

 

Desired Skills:

· Working knowledge of U. S. Government acquisition regulations

· Professional contracting certification (or pursuit) such as CPM, CPCM, etc.

· Effective customer service knowledge and skills

· Excellent analytical reasoning and problem solving skills

· Computer literacy and advanced computer skills with MS Office applications

· Experience with the following: ID/IQ, BOA, BPA, and master service agreements

· Familiarity with FFP, T&M, CPFF pricing arrangements

· Familiar with labor hour contracting, electronic components and systems, R&D/engineering services, and software

· Familiar with competitive and sole source justification requirements

· Working knowledge of automated purchasing, accounting, or ERP systems.
