The company serves as the overall program manager of the HIB capital budget program – a comprehensive housing and infrastructure development program for Libya that will create an enhanced environment for its citizens and visitors. The scope of this effort includes the construction of new housing and infrastructure systems for all major cities in Libya; urban design and development; housing units and residential settlements; upgrades to existing infrastructure, roads, highways, bridges, water, wastewater and other utility systems; and environmentally focused sustainable processes.The project scope also includes the knowledge transfer and training of over 100 HIB executives, engineers, and technical specialists at AECOM global offices on program management, construction management and inspection, and planning and design.The Senior Engineer - Telecom receives functional and project direction from the Project Manager Infrastructure.  Typical Duties and Responsibilities Solves many technical issues independently. Makes recommendations that are recognized as authoritative and have an important impact on engineering activities. Initiates and maintains extensive contacts with key engineers of the HIB housing organization as well as other organizations and companies. Such interactions require skill in persuasion and often negotiation of critical issues. Responsibilities for Direction of Others Often serves as expert technical advisor/trainer.Education PhD plus 3 - 5 years or MS plus 5 - 8 years or BS plus 7 - 10 years Experience and Qualifications  Needs to have knowledge of nationally and internationally recognized Telecom related computer codes and applications plus extensive knowledge of standard Telecom engineering practices, techniques, and procedures along with broad knowledge of precedents in the Telecom area along with good knowledge of the practices of related disciplines. Needs familiarity with standard design deliverables such as drawings, specifications, and material requisitions. Good written skills are important. Position Title Senior Engineer – Telecom Registration Status PE
